Maryland’s Family
and Medical Leave Insurance (FAMLI)
program makes sure all workers in Maryland have paid time off for medical and
family reasons. FAMLI is a $2 billion social insurance system, delivered as a
digitally native, public-facing service. We’re in the early stages of building
something as big and as far-reaching as unemployment insurance or a new health
department. We know that delivering services primarily through a website, over
the Internet, is a new way of doing business in government.
We
recognize that nothing we do matters if people do not know this program exists.
Over the next couple of years the Strategic Communications team will be working
to ensure Maryland businesses and workers understand their rights, roles, and
responsibilities under the FAMLI system. The Strategic Communications team is
the megaphone at FAMLI. They turn up the volume so that we meet constituents
where they are–physically, ideologically, and linguistically. They face both
outwards and inwards: they tell Marylanders the story of FAMLI and ensure
everyone gets the clear, concise, and accurate information they need.
The Senior Strategic Communications Specialist
will have the chance to shape FAMLI’s brand and core messaging, ensuring it
will be strong enough to represent Maryland’s paid family leave program for
decades to come and nimble enough to speak to a diverse set of stakeholders,
including workers of all sectors and employers of all sizes. The Senior
Strategic Communications Specialist will be critical in executing FAMLI’s
ambitious communications and marketing plans by writing content for and
designing FAMLI’s print and digital collateral; drafting talking points,
organizational statements (including press releases), and presentations;
creating Spanish and other bicultural materials; and creating, distributing,
and tracking promotional and informational materials. The Senior Strategic
Communications Specialist will also ensure all materials are written in plain
language.

Main Purpose of Job
The Senior Strategic Communications Specialist is a senior member of the Strategic Communications team, supporting the Strategic Communications Lead with all communications functions for the forthcoming FAMLI program. The Senior Specialist will work collaboratively with the Lead to develop and execute the FAMLI Division’s communications strategy, ensuring it reflects the incredibly diverse set of workers and employers across the State of Maryland.
POSITION DUTIES
Duties of this position include but are not limited to:
- Design, write edit, and publish brochures, handbooks, guides, fliers, and pamphlets to use as marketing and educational tools for FAMLI.
- Create and share Spanish and other bicultural materials for a divers set of stakeholders.
- Develop design social media content to be shard on FAMLI and Maryland Department of Labor Channels.
- Utilize GovDelivery for FAMLI information distribution.
- Work with the State's contracted language translation services vendor and printing vendor to produce publications in other languages to ensure that customers with limited English proficiency receive the same information as English speakers.
- Ensure compliance with the Web Content Accessibility Guidelines (WCAG) of the American Disabilities Act (ADA)-Title II, Section 508.
- Collect and organize stories from employers and workers who have a positive experience with FAMLI through the implementation period and beyond.
- Prepare information for posting on FAMLI's and the Maryland Department of Labor's websites.
- Work collaboratively with FAMLI's Stakeholder engagement Team and other members of the Strategic Communications Team to inform the public education marketing campaigns to promote FAMLI
- Perform other duties as assigned, including planning and executing special events, including trainings, information sessions, conferences, tabling opportunities etc.
- Compile and maintain files and records of resource information, digital photos and technical information concerning agency activities, programs and personnel.
- Represent the agency at various functions, e.g. events, webinars, conferences, etc.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Three years of experience writing and developing marketing materials in both Spanish and English.
- Three years of experience designing, writing, editing, and publishing, brochures, guides, fliers, and/or pamphlets to use as marketing and educational tools.
- Two years of experience developing and designing social media content to be shared online for public engagement.
- Two years of experience writing press releases, talking points and/or remarks for delivery.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to the Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
SELECTION PROCESS
