Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing, revitalizing communities, addressing homelessness and housing instability, and creating economic mobility and homeownership opportunities.  

DHCD’s newly established Office of Tenant and Landlord Affairs (OTLA) develops resources for renter applicants and tenants to know and exercise their legal rights under the law.  OTLA is responsible for creating and updating annually a tenant bill of rights to be included as an addendum to all Maryland rental lease agreements, adopting regulations for right of first refusal legislation and accepting notices as required by law from landlords, maintaining a website to host all tenant resources, and implementing a strategic communications and outreach effort to educate tenants and landlords on their rights and responsibilities.

The Maryland Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop. 

POSITION DUTIES

The Communications and Outreach Manager will manage all public-facing aspects of the Office of Tenant and Landlord Affairs, including but not limited to, developing and maintaining the office website, creating tenant and landlord guidance and outreach materials, giving educational presentations on renter rights and landlord responsibilities to key stakeholders, tracking and referring landlord compliance cases to appropriate law enforcement, and maintaining the right of first refusal reporting system and database. This position also supervises a Tenant Liaison, overseeing interactions with tenants and landlords who contact the office, and develops and maintains an internal resource and referral guide for navigating tenants to appropriate services.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working in tenant rights.
  • Experience with eviction prevention. 
  • Experience with legal services.
  • Experience writing and developing marketing or community outreach materials in multiple languages and in accessible formats and content. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
