Main Purpose of Job

The main purpose of the position is to administer the Maryland State Retirement Agency Employee Relations Program in accordance with State and Federal laws. The Employee Relations Program areas include investigation and tracking complaints of discrimination and bullying; requests for religious accommodations, reasonable accommodation requests made according to Maryland’s anti-discrimination state laws and the Americans with Disabilities Act (ADA); diversity initiatives; training for new employees and new supervisors training; and statewide sexual harassment training.

There is a direct relationship between the duties of this position and the Agency's mission to administer System benefits of participants employed by State or one of the MSRPS participating employers. This position is vital to support the staff who are key to that effort.

POSITION DUTIES

Daily assists and supports leadership in engaging employees and promoting an organizational culture that values our people and their diverse backgrounds, experiences, and skill sets.

Evaluates efficiency of current operations and practices to provide to the SRA Executive Director and leadership informed, and data-based written advice, innovative ideas, and recommendations for improvements. 

Daily serves as the Agency EEO and ADA coordinator. 

Investigates complaints of discrimination, workplace harassment, and bullying. 

Prepare investigative and interactive process documents, reports, and memorandum. 

Weekly, and as needed, design, plan, develop, update, and administer training programs, curriculum, and materials on various workplace EEO program areas including diversity initiatives and sexual harassment prevention training for all staff and supervisors based on Maryland law and regulation. 

Assist and support mid-level and senior managers regarding all EEO program and affirmative action areas. 

Monthly review and approve recruitment selection plans, interview summary forms, and selection form previous interview forms. 

Develops and publishes complaint and grievance procedures. 

Annually, and as needed, prepare investigative documents and EEO program reports of activities and recommended corrective action for external government agencies such as the Maryland Commission on Civil Rights (MCCR), U.S. Equal Employment Opportunity Commission (EEOC), and the Department of Budget and Management (DBM).

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor's degree from an accredited college or university.

Two (2) years of experience implementing an equal opportunity program in employment or equal access and ensuring adherence to fair practice standards. 

One (1) year of experience with Title VII of the Civil Rights Act of 1964, associated equal opportunity/equal access program management, and the Americans with Disabilities Act (ADA). 

Experience investigating, tracking and resolving complaints. 

Experience preparing investigative reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
