 The MDA Animal Health Program prevents and controls infectious and contagious diseases in Maryland livestock and poultry with particular emphasis on those diseases that threaten public health, endanger food supplies, or threaten the economic security of animal industries.

LOCATION OF POSITION

Salisbury Maryland (Wicomico County)

Main Purpose of Job

This will maintain buildings at the MD Department of Agriculture (MDA) Salisbury complex, including: the animal health and mosquito control laboratories, offices, storage buildings, and grounds thereby contributing to the prevention and control of infectious diseases of livestock, poultry and mosquitos. This position manages building equipment, such as HVAC systems, heating and cooling water loops, generators, boilers, autoclaves, incinerators, multiple refrigerators and freezers, two large necropsy coolers, biosafety cabinets, fume hoods, roof inspections, water treatment, lighting, and electrical systems, as well as specific requirements for the Biosafety Level 2 and 3 facilities in the lab. The individual in this role will oversee the organization and supervision of preventative maintenance activities while taking initiative in arranging and executing facility repairs.

POSITION DUTIES

  • Oversees the functionality of all building mechanical systems and ensures safety standards are met and executes preventive maintenance (PM) tasks with the option to enlist the assistance of PM subcontractors when necessary. 
  • Manages building equipment, encompassing HVAC systems, heating and cooling water loops, generators, boilers, and specialized laboratory apparatus such as autoclaves, incinerators, vacuum pumps, refrigerators, freezers, large necropsy coolers, biosafety cabinets, and fume hoods. 
  • Conducts comprehensive roof and fire tank inspections. 
  • Prepares for annual recertifications for BSL-2 and BSL-3 areas, which involves coordinating tasks such as gross decontamination, maintenance, monitoring, airflow testing, and regulatory agency inspections for various building and laboratory equipment systems. 
  • Learns how to operate Building Automation Systems (BAS) and how to utilize the system to track trends and identify the root causes of alarms. 
  • Regularly communicates with vendors and subcontractors to address equipment malfunctions. 
  • Drafts comprehensive emails and reports to inform senior management of the information gathered and proposes optimal repair solutions while prioritizing cost efficiency and minimizing downtime. 
  • Ensures that grounds maintenance is carried out per the contract terms and that storm water ponds are managed to meet state requirements. 
  • Prepares repair quotes based on findings from routine preventative maintenance servicing or equipment failures.
  • Manages inventory database of building equipment, spare parts, and attic stock to ensure the uninterrupted operation of laboratories and building spaces. 
  • Ensures that maintenance documents and the daily task lists are updated promptly and accurately as per the requirements.
  • Conducts manual maintenance and repairs in the event of an emergency or when it is necessary to ensure the continuous operation of the MDA facilities until subcontractors are available to implement a permanent solution.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience performing building maintenance work, which includes a Building Automation System (BAS) and preventative maintenance contract management. 
  • Experience in the in the following building systems: HVAC, chiller refrigeration, boilers, generators, fire suppression, plumbing, electrical, and storm water pond weed control. 
  • Experience performing maintenance work in a laboratory, hospital, or industrial facility that handled chemicals, biological, food, plant, or animal contaminants and toxins.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
