Introduction

The Maryland Historical Trust is the state agency dedicated to preserving and interpreting the legacy of Maryland’s past. Through research, conservation and education, the Maryland Historical Trust assists the people of Maryland in understanding their historical and cultural heritage. Part of the Maryland Department of Planning, the Maryland Historical Trust serves as Maryland’s State Historic Preservation Office (SHPO) pursuant to the National Historic Preservation Act of 1966.

POSITION DUTIES

The Administrator, Project Review & Compliance oversees the management of Maryland Historical Trust’s (MHT’s) Project Review and Compliance Unit, within the Office of Preservation Services as a branch of the Maryland Department of Planning (MDP). The Unit is responsible for: 1) historic preservation review and consultation for federal and state assisted projects throughout Maryland for effects on archaeological and architectural historic properties (annually totaling more than 5500 projects), pursuant to Section 106 of the National Historic Preservation Act (NHPA) of 1966 and the Maryland Historical Trust Act of 1985, and 2) providing technical assistance and education to involved agencies and program customers to facilitate successful completion of the historic preservation review under applicable federal and state legislation.. The individual in the position ensures the Unit’s effective, appropriate, and timely provision of these services. In addition, the incumbent completes the review of projects for their effects on archaeological resources for the assigned agencies and programs. Position helps fulfill MHT’s mission and responsibilities as Maryland’s State Historic Preservation Office (SHPO) under NHPA.

Under broad delegation from the Director MHT (State Historic Preservation Officer) and the Chief of the Office of Preservation Services (OPS), the position is responsible for directing all phases of program planning, development, implementation, administration and supervision for cultural resources protection and enhancement programs (including archaeological and architectural components of the program).

  1. Project Review and Coordination: Supervises and participates in the review of all proposed federal and state sponsored, funded, permitted, or licensed undertakings, to determine their effects on historic properties (including archaeological sites and historic structures
  2. Identifies and evaluates historic properties, and reviews staff evaluations, for eligibility for listing in the National Register of Historic Places or Maryland Register of Historic Properties
  3. Determines project effects on historic properties and reviews the determinations made by unit staff on approximately 5500 projects annually. 
  4. Reviews and prepares written comments on draft and final reports. 
  5. Negotiates and directs staff in negotiations with program clients to determine appropriate solutions to avoid, reduce, or mitigate any adverse effects on historic properties 
  6. Negotiates and prepares Memoranda of Agreements (MOA) to resolve and mitigate adverse effects on historic properties and Programmatic Agreements (PA) to streamline program review 
  7. Audits and monitors the implementation of executed agreements 
  8. Coordinates reviews with relevant parties and establishes and maintains relationships with federal, state, and local government agencies, private organizations, businesses, professional organizations, and individuals to ensure smooth implementation of the agency’s regulatory role 
  9. Technical Assistance/Education: Provides training, guidance, and technical assistance to educate program customers, , users, and the public about the legal requirements of federal and state historic preservation law, the review process, and the appropriate treatment of historic properties and oversees Unit staff efforts in this area. 
  10. Program Administration/Personnel Management: Provides overall administration and supervision of the Unit’s programs and its staff, consults with and provides direction to employees within the Unit, Administers the MHT e106 Online Project Submittal System, Administers the Unit’s program email account, Monitors Unit’s performance, Evaluates, monitors, and reports program accomplishments, Develops and refines procedures and Manages Unit’s personnel.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  1. Bachelor’s or Master’s degree in Historic Preservation, Archeology, Architecture, Architectural History, or closely related field. 
  2. Four years of full-time work experience in historic preservation, archeology or a closely related field. 
  3.  Experience in evaluating proposed projects and completed work for compliance with preservation and construction best practices and the Secretary of the Interior’s Standards. 
  4. Experience in or knowledge of construction, specifically in traditional building techniques, materials, and treatments, and in preparing or reviewing technical aspects of architectural and engineering drawings. 
  5. Experience with interpreting and implementing legal, regulatory, and contractual requirements and processes. Supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
