Introduction

The Department of Information Technology (DoIT) provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Main Purpose of Job

This position is within the Data Literacy Program and will report to the Data Literacy program manager. This position is responsible for cultivating, managing, and nurturing an active and engaged community of state, county and local government data professionals, including data scientists, analysts, engineers, and other stakeholders. The goal is to foster knowledge sharing, collaboration, and the growth of a vibrant data ecosystem throughout the State of Maryland. Through data.maryland.gov. maintain communications and advance participation, facilitate feedback and modernization to the hosted learning experiences. This position is also responsible for support of the Maryland Council on Open Data, the State CDO Council, Data Governance Steering Committee, and other similar groups. 

This position will work closely with other Data Services team members to implement deliverables of the program and will work closely with State agencies and other strategic partners to ensure the program aligns with best practices and advances the priorities of the current administration.

POSITION DUTIES

Community Building: Develop and implement strategies to create and maintain a thriving data community across the State. Foster a sense of belonging and collaboration among community members. Organize and facilitate community events, workshops, and meetups.

Mentorship and Coaching: Facilitate communities of practice, small groups and one-on-one mentorship opportunities to individuals seeking to improve their data knowledge and skills. Facilitate knowledge sharing and peer-to-peer learning within the community.

Collaboration and Partnerships: Collaborate with cross-functional teams to integrate data literacy initiatives into organizational processes. Build relationships with external partners to expand the reach and impact of the data literacy program.

Content Creation & Curation: Create and curate educational content, including articles, tutorials, case studies, and success stories relevant to the data community. Collaborate with subject matter experts to develop high-quality materials for the community.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

Bachelors degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems or other information technology related field.

Three years’ experience designing, developing, implementing and maintaining programs directly related to improving data literacy skills across a large organization. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Contractual employees who work for an agency and have a current employment contract of 30 or more hours a week (or on average 130 hours per month) will be eligible for subsidized health benefits coverage for themselves and their dependents.  View rates on the Department of Budget & Management website, State Employees, Health Benefits, Contractual/Variable rates.

Leave

Paid leave will accrue at a rate of one hour for every 30 hours worked.
