Main Purpose of Job

This position is responsible to ensure that Maryland Department of State Police operates a safe, reliable, and compliant environmental program. This includes petroleum systems, waste water, environmental discharge, and other environmental programs as assigned.

POSITION DUTIES

Regulatory Compliance and Administrative Tracking

Tracks regulatory inspection periodically to ensure compliance for all above and below ground petroleum storage tanks.

Plans and schedules required inspections for petroleum tanks and distribution systems including MSP conducted inspections and contractor inspections.

Follows appropriate procurement procedures to contact vendors required for compliance inspections.

Ensures compliance with SPCC, NPDES, wastewater permits, and other state and federal regulations as required.

Maintains class A/B operator training, conducts training for class C operators in the required operation of the fuel distribution and storage systems. Tracks class C operators assigned to each site to ensure compliance with applicable regulations.

Construction and Repair of Petroleum Equipment

Cooperatively works with DGS and other vendors during the construction and replacement of petroleum storage equipment.

Plans, solicits and manages repairs to AST and UST systems to repair any deficiencies that are identified during applicable fuel system inspections.

Responds to emergency situations at any facility owned by MSP 24/7.

Orders and tracks fuel for automobile and  heating services. 

Reviews and authorizes vendor invoices for payment. 

Coordinates fuel deliveries for emergency situations to MSP facilities.

Assist Facilities Management Department as assigned with emergency situations such as weather events and natural disasters.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. It is preferred that the selected candidate have a degree in one of the following disciplines: Chemical Engineering, Environmental Engineering or Mechanical Engineering.

2. It is preferred that the selected candidate have working environmental engineering experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
