Main Purpose of Job
The Information Technology (IT) and Data Officer will serve to lead and improve the data management and technology needs of the Department. In the data management role, this position will inform policies and processes related to data collection, management, storage, and privacy. This position will review current grantee reporting requirements to ensure the appropriate data is being collected in a manner to be utilized to inform state policies and legislation related to the Department’s work. Furthermore, this position will provide guidance and feedback on IT solutions to improve the efficiency and effectiveness of the Department’s operations. It will further support work related to cybersecurity and IT improvements statewide.
POSITION DUTIES
Data Management
• Evaluate existing data collection and analysis efforts and make recommendations to align systems and processes to meet the Department’s goals.
• Develop and implement a comprehensive evaluations plan and dashboard to establish meaningful data collection through the Department and grantee network.
• Manage data preparation and analysis by integrating and consolidating data within and across programs.
• Provide training and technical assistance to program managers to ensure data quality and accuracy for all program reporting.
• Provide training and technical assistance to local Area Agencies on Aging and other community-based organizations funded by the Department to meet data collection and reporting requirements and more effectively measure local program impact.
• Develop and edit data collection and reporting tools to ensure quality, impact-focused outcomes reporting.
• Create and maintain evaluation policies and procedures.
• Recommend system changes and process improvements to enhance overall quality of data collection.
• Review and analyze complex data sets and translate into visual and written formats for use in talking points and presentations.
• Lead annual data collection through the Older Americans Act Performance System and Managing for Results and integrate reported outcomes with other data sources to demonstrate service impact.
• Act as the primary data liaison on the Department’s Longevity Ready Maryland (LRM) data dashboard to create and maintain a reporting tool for LRM goals, performance indicators, and progress.
• Act as the subject matter expert for any procurements, contracts, and agreements focused on data systems, reporting, and evaluation.
• Serve as secondary lead of the roles of the Department’s Privacy Officer, Data Officer, and other relevant roles that may arise, ensuring compliance with all applicable requirements.
Information Technology
• Serve as second IT liaison to the Department of Information Technology (DoIT), to include developing required data plans and policies, working with DoIT to report and troubleshoot IT challenges, and assisting with the approval of IT requests on behalf of Department staff.
• Act as a subject matter expert for any procurements, contracts, and agreements focused on information technology systems, tools, and expertise.
• Assist Department staff to identify solutions to IT challenges, with the assistance of DoIT, as needed.
• Assist Chief of Staff with the duties and responsibilities of roles related to Cybersecurity, Information Technology, and others that may arise, ensuring compliance with all applicable requirements.
• Assist with the update and maintenance of the Continuity of Operations Plan (COOP), as it relates to information technology.
• Lead the Department’s efforts to integrate technology-driven solutions throughout operations to increase quality and efficiency of service delivery.
• Provide technical assistance and training to Department staff as it relates to information technology and systems utilization.
• Assist in the development of training and tracking tools.
• Provide internal guidance and review of the utilization of artificial intelligence for alignment with state policies and best practices.
• Attend meetings on behalf of the Department related to cybersecurity and IT matters.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred:
One year of experience with cyber security management.
Experience collecting and evaluating data from programs, services, or technologies targeting older adults.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
