Main Purpose of Job

The Program Analyst / Special Assistant will apply analytical, program, and project management methodologies to cross-department performance management, budget and finance, administrative, and other major initiatives to continuously improve overall performance and efficiency for the Department of General Services’ Business Enterprise Administration Division. 

POSITION DUTIES

Duties for the position to include but not limited to:

Operations & Performance Management
• Engage with staff to lead and support process improvement exercises to deliver more efficient operations, including standard operating procedures, workflows, dashboards, etc. 

• Track, analyze, and evaluate key performance indicators, perform root cause analysis where problems exist, and facilitate the formulation of solutions with staff.

Data Analysis

• Conduct quantitative and qualitative analyses, as required, consistent with commonly accepted practices for program evaluation to monitor and report on key performance indicators.

• Develop reports, dashboards, briefings, and other documents using Microsoft Office and data visualization software.

Stakeholder Engagement

• Respond to various inquiries from other State government officials, the general public, and numerous outside representatives of both the government and private sector.

Project Management

• Manage and coordinate assigned and unassigned projects, ensuring timely deliverables meet expectations.

• Develop and/or facilitate improvement projects with objectives and tasks, establish completion timelines, and monitor implementation.

• Prepare reports and briefings to assist the Assistant Secretary and prepare reports for meetings outside the organization by ensuring that updates, position papers, policy positions, and the appropriate information have been gathered and reviewed.

• Study, coordinate, and recommend the resolution of major short and long-term management and operational problems that have surfaced and are not systematic in nature.

 Administrative

• Handle various sensitive and confidential administrative and operational tasks, such as scheduling and calendar management, coordinating briefings, invoices, procurement activities, etc.

• Assess the day-to-day administrative problems and issues that surface within the Division, and implement corrective actions based on the assessments made.

• Draft and review detailed memorandums on complex issues and conduct briefings for senior leadership.

• Attend meetings with the Assistant Secretary to help capture critical information and action items and provide supporting information.

• Attend leadership and operational meetings to keep abreast of plans, projects, decisions, problems, etc.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Advanced skills using Microsoft applications (Word, PowerPoint, Excel, SharePoint, Visio, etc.),including complex Excel functions, pivot tables, charts, etc. 
  • A minimum of three (3) years of experience in performance improvement, financial analysis, program evaluation, change management, program or project management, stakeholder engagement, information technology, innovation, or internal/external consulting. 
  • Experience directly supporting senior executives.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
