Main Purpose of Job

The Project Manager (PM) for Innovation & Improvement with the Maryland Department of General Services’ (DGS) Office of State Procurement (OSP) plays a pivotal role in driving the successful execution of all projects within the organization, focusing on performance drivers, innovation, and continuous improvement. The Project Manager is also  responsible for overseeing the planning, implementation, and monitoring of projects, including major priority activities and the tracking and monitoring of stakeholder commitments. While working closely with various teams and interested parties to ensure alignment with organizational goals and objectives, the Project Manager provides essential support through the use of data and metrics, and a suite of visuals and various project management techniques and tools.

POSITION DUTIES

Duties for this position include but are not limited to:

• Develops and executes comprehensive project plans, including timelines, milestones, and resource allocation, to ensure the successful delivery of projects.
• Collaborates with stakeholders to define the scope of a project, objectives, and deliverables, ensuring alignment with organizational goals and priorities.
• Utilizes project management methodologies and tools to monitor project progress, identify risks, and implement mitigation strategies to ensure project success.
• Facilitates regular project meetings and workshops, providing leadership and guidance to project teams to drive progress and resolve issues effectively.
• Prepares and presents project status reports and updates to senior management and key stakeholders, highlighting achievements, challenges, and next steps.
• Manages project budgets, expenses, and resources efficiently, ensuring optimal utilization and adherence to financial guidelines and constraints.
• Other duties and special projects as assigned.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
•Five or more years of experience in project management within the public sector or a large, complex organization. 
•Experience with budget management and resource optimization. 
•Advanced experience using project management software and tools ( e.g. Microsoft Project, Asana, Trello). 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
