Main Purpose of Job

The Maryland Department of Information Technology’s (DoIT) Major Information Technology Development Project (MITDP) Oversight Division (MOD) provides oversight of the State’s Major Information Technology Development Projects (MITDPs) - statutorily defined information technology projects of critical significance to the State.

This MITDP Analyst will provide administrative support and analysis for the MITDP Oversight Division. The Analyst will produce regular and ad hoc analysis on the performance of the team and the MITDP portfolio, including developing and maintaining tools to collect quantitative and qualitative data. They will also maintain and iteratively improve team process and instructional documentation and regularly monitor and report upon the team’s compliance with DoIT and MOD policies and processes. 

The person in this role will be a critical part of ensuring MOD’s oversight practices enforce the effective use of project management practices, including the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) and the State’s Agile Systems Development Lifecycle (SDLC), modern development methodologies, and human-centered design to deliver high-quality services to users and use taxpayer funds responsibly.

POSITION DUTIES

Maintain internal, instructional, and external documentation on MOD’s processes, ensuring it remains accurate and is easily understandable by users

Lead process improvement projects.

Track the execution of various team projects, such as the delivery of annual appropriation letters.

Produce various regular and ad hoc analyses on the performance of the team and MITDP portfolio, such as - reports on the compliance of each project with MITDP oversight requirements. Analysis of MITDP status and progress. Analysis of the time invested in various parts of the oversight process.

Prepare Monthly Health Assessment report for leadership review.

Prepare the annual MITDP Mid Year (MY) Report and End of Year (EOY) Report for leadership review.

Build out, operate, and maintain systems to collect and analyze quantitative and qualitative data on the performance of MOD and the MITDP portfolio, such as regular collection of feedback from MITDP-owning agencies. Regular collection of data on the progress and performance of MITDPs.

Implement, maintain, and manage access to MOD tools and workflows, including SAAS products, documents, and other custom tools.

Develop and provide useful tools, templates, and information that will contribute to MOD success.

Other reporting, compliance tracking, and tasks as assigned

 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have one or more of the following skillsets or experience:

Experience with technology projects (as a project manager or member of a team delivering a technology project), including PMP and/or agile project management certification(s).

Experience using Microsoft Word and Excel, Google Workspace tools, GitHub, Jira, and Miro / Figma / Mural or similar tools.

Advanced skills using spreadsheets for data analysis and reports.

Experience producing written process or instructional documentation and / or reports based on qualitative and quantitative data.      

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
