The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Main Purpose of Job
This position will be responsible for the daily supervision of an investigative team within the Regulatory Licensing and Investigations Division who will conduct in-depth investigations relating to applications for the following licenses: Video Lottery Operator, Principal Entity Disclosure, Institutional Investor Waiver, Manufacturer, Contractor, Principal Employee, Temporary Principal Employee, Gaming/Wagering Employee, Temporary Gaming/Temporary Wagering Employee, Non-Gaming/Non-Wagering Employee, Sports Wagering Facility, Sports Wagering Facility Operator, Sports Wagering Institutional Investor, Sports Wagering Principal Entity, Mobile Sports Wagering, Online Sports Wagering Operator, Sports Wagering Contractor, Instant Bingo Facility, Instant Bingo Facility Principal Employee, Instant Bingo Facility Manager, Vendor Registrations, and investigations relating to the renewal of the above listed licenses.
This position will be responsible for the oversight of the Administrative/Compliance functions relating to all Casino/Sports Wagering facilities and their employees as follows: License Application Denials, Termination for Non-Compliance, Mandatory Exclusion investigations and enforcement, Conduct-Based License Revocations, Central Collection Unit (CCU) Audits, Comptroller of Maryland (Tax Lien) Audits, Maryland Judiciary/Online Case Search Audits, and Maryland Department of Assessments & Taxation (SDAT) Audits for Approved Vendors.
This position will be responsible for understanding, upholding and adhering to all Maryland State Gaming and Sports Wagering Laws, COMAR Regulations, and Division Policies & Procedures.
POSITION DUTIES
- Provides direct supervision, trains and oversees the development of the Licensing Specialists and Assistant Manager (Lead) positions.
- Manages caseload assessments for assigned Licensing Specialists; monitors and evaluates the work product that determines an applicant’s eligibility for licensure; ensures the timely submission of completed Investigative Reports.
- Examines and analyzes fingerprint results (CJIS/FBI records), financial documents, accounting records, bank statements, computer records and other relevant documentation in order to make a recommendation regarding an applicant’s eligibility for licensure in accordance with COMAR and State Regulations.
- Oversees the following Administrative/Compliance functions relating to all Casino/Sports Wagering Employee License Applications and Licenses: Denials/Termination for Non-Compliance/Conduct-Based License Revocations/Mandatory Exclusions/Central Collection Unit (CCU) Audits/Comptroller of Maryland (Tax Lien) Audits/Maryland Judiciary Online Case Search Audits/Maryland Department of Assessments & Taxation (SDAT) Audits for Approved Vendors.
- Reviews and approves employees’ leave requests while maintaining adequate staffing of the unit.
- Performs the administration of semi-annual and annual PEPs for assigned investigative team.
- Provides testimony before Hearings, Appeals, the “Commission” and courts of law as required.
- Performs other duties as required.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
- Previous supervisory experience.
- A comprehensive knowledge of COMAR and State
Regulations as it pertains to in-depth investigations to determine the suitability
of applicants for licensure.
- Previous experience with licensing in a gaming
jurisdiction.
- Strong writing and communication skills.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
