Maryland Department of Planning (MDP) provides guidance, analysis, outreach and support to ensure that all of the state’s natural resources, built environment and public assets are preserved and protected to achieve its goals for economic, community and environmental vitality.

As MDP monitors and forecasts changes in development and land use throughout the state, its staff creates tools that help plan Maryland's future. Information on demographic, socio- economic, political, cultural, geographic and land-use trends is collected, analyzed, and distributed in multiple formats. The agency supports interactive, web-based map display of census data, land-use, parcel data and aerial imagery to assist local government growth and land-use planning decisions. 

MDP also coordinates the State Data and Analysis Center (SDAC) in Maryland. SDAC is an official partner with the U.S. Census Bureau. SDAC monitors development trends, analyzes social, economic and housing characteristics, and prepares population, household, labor force, and employment projections, which provide the baseline for planning for growth and development in the state.

Main Purpose of Job

The main purpose of this position is to develop and maintain interactive applications; access, edit and update large datasets; and provide visualization and mapping support. This position works with SDAC staff and other MDP staff, other State agencies, local governments, various stakeholders, and the public. 

The incumbent will serve as the technical expert in creating the architecture and integration behind SDAC’s web products and data management systems. The incumbent will have experience with scripting tools such as Python and will be skilled in the use of GIS, SQL Server, Power BI, Tableau, and other business intelligence tools.

POSITION DUTIES

Assist in developing and maintaining an information system that allows user-defined data analyses to support the work of MDP staff, other state agencies, and local jurisdictions.

The primary functions of this position are to develop and maintain interactive products, data management and data dissemination tools, geospatial analysis and mapping. 

Develop projections for Maryland and its jurisdictions (Baltimore City and the 23 counties). 

Produce short-term (5-years) and long-term (25-year) projections for total employment and employment by two-digit NAICS sectors. 

Draft reports for the socioeconomic trend series. 

Maintain employment and income statistics as well as other economic indicators as needed from federal and state sources that highlight the dynamics of growth in Maryland and other states.

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

ExperienceSix years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Master's degree in Geography or Geospatial Analysis.

At least six years experience in database management, data visualization, and statistical analysis. 

Experience with API, Python, SQL, Power BI, Tableau, GIS and other ESRI products. 

Also, the ability to summarize data and translate into analytical reports. 

Experience developing and managing large databases.

Experience using scripts or computer programs to process data.

Website management experience, i.e., posting and updating content to a website.

LIMITATIONS ON SELECTION

Limited to current employees of the Maryland Department of Planning.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
