Main Purpose of Job

The Department of General Services’ Office of State Procurement (DGS OSP) Lead Data Analytics & Reporting (LeDAR) Administrator is directly responsible for effective DGS-OSP data governance. Effective data governance implies that the LeDAR Administrator manages end-to-end data integrity with a focus on translating operational data into high-reliability decision supports for OSP and external leaders in support of the DGS OSP Innovation and Continuous Improvement Unit. To this end, the LeDAR Administrator demonstrates advanced mastery of data systems design, development, implementation, and maintenance. The LeDAR Administrator collaborates with the DGS OSP data management team – and data governance workgroup - to define and manage a standardized data nomenclature, develop data-driven workflows across the procurement and contract management process, and standardize data reporting protocols in response to ICI, DGS OSP leadership, and other stakeholder needs. This position will report directly to the Chief of Innovation and Continuous Improvement (CICI).

POSITION DUTIES

Duties for this position include but are not limited to:

- Direct and coordinate all data governance activities, including end-to-end data generation through to stakeholder receipt, decision making, and feedback loops. 
- Support ICI team data report  specifically, clarify and facilitate data feeds to ICI operational health dashboard. 
- Establish data governance policies. Own and train teams on revisions and updates. 
- Recommend data management infrastructure and associated personnel allocations. 
- Work with the ICI and OSP senior leadership to develop, implement and sustain continuous improvement initiatives – with particular focus on data integrity and data driven decision supports. 
- Identify and promote cost reduction initiatives. 
- Establish data request playlists based on comprehensive requirements gathering with OSP senior leaders and front-line staff. 
- Completes any other data analytics, visualization, and carpentry initiatives, as assigned. 
- Use a variety of computer applications to develop customized procurement reports, charts, summaries and briefings for DGS OSP management, staff and stakeholders. 
- Interpret and present the data, reports, and other information to procurement managers and staff and make accurate analyses and recommendations about the data quality and limitations as needed. 
- Use automated tools to extract data from primary and secondary sources, including eMaryland Marketplace Advantage (eMMA) and the State’s Financial Management and Inventory System (FMIS).   
- Analyze, inspect, clean, transform, and model data as a result of the administration of projects/contracts.   
- Identify useful information and data through analysis, make (and effectively communicate) informed conclusions that depict trends by interpreting various data models.   
- Provide visual forecasts and data models from project and contract databases to support decision-making.   
- Conduct robust statistical analysis and generate useful (and appropriate, given data) reports for interpretation.  
- Perform special projects assigned by the CPO, Deputy CPO, Director, Manager, or other DGS OSP senior management.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience Six years of administrative staff or professional work.  

Notes: 
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.  

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

- Proficient in data visualization tools: Mastery of tools like Power BI, with certifications preferred.
- Knowledge of data warehousing: Familiarity with data warehousing solutions to support analytics.
- Project management proficiency: Demonstrated expertise in managing projects from inception to completion.
- Advanced degree in data analytics, or related discipline.
- Familiarity with public, government owned, data management.
- Project management certification.
- Data visualization, or similar, certification. 

Other preferred soft skills:
- Strong problem-solving skills: able to tackle complex challenges, and effectively communicate needs and plans.
- Strong written and verbal communication skills: able to create audience appropriate, concise, complete, data driven reports.
- Expertise in data simplification: Experience in translating complex data sets into clear insights, facilitating optimal decision-making.
- Mentorship and data governance: Proven track record of mentoring team members and implementing robust data governance frameworks. 
- Comfort with ambiguity: Ability to navigate uncertainty and adapt to evolving circumstances.


LIMITATIONS ON SELECTION

This position is limited to candidates willing to accept contractual employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.

You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
