Main Purpose of Job

The main purpose of the Courts and Investigations Regional Supervisor is to coordinate the court services process for youth who are under the jurisdiction of the Juvenile Court and to coordinate court services and investigations for the Department of Juvenile Services. The Courts and Investigations and Regional Supervisor works directly with the local court and investigation staff regarding the needs of youth by providing expertise in adolescent development, laws and regulations, the rights of young people in the court system, treatment options, fiscal resources, and the availability of programs and program development.

The CI Regional Supervisor ensures that the provision of individualized services to youth is appropriate and efficient by working with community and residential staff to identify and procure services that meet the needs of the youth in the least restrictive environment consistent with public safety and fiscal responsibility; participate in local stakeholder systems improvement, and program development, and work with court stakeholders to establish closed-loop learning and systems improvement models.

The Courts and Investigations Regional Supervisor assigns tasks and supervises the performance of such tasks by support staff. This position requires flexibility in office location due to the demands of the different counties within the Region. This is a highly responsible position requiring previous experience in court services, forensic report writing, service delivery, and service evaluation, and combines multiple roles and contacts with all levels of administration within and outside of the department.

NOTE: Regular work schedule to be flexible and may require telework protocols. Work schedule may involve non-traditional hours to meet the needs of the youth, families, and partners; may include nights and weekends.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university.

 

Note: An Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and three years of experience supervising case management staff may be substituted for the required Bachelor’s degree.

 

Experience: Five years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized, or exceptional juveniles in a community or residential setting. Two years of this experience must have involved the supervision of case management service staff. 

 

Note: A Master’s degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience supervising case management staff may be substituted for one year of the required general experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates appointed to positions in this classification are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification while employed.
