Main Purpose of Job

The main purpose of the Resources Specialist Supervisor is to manage the placement process for youth who are under the jurisdiction of the Department of Juvenile Services. Work directly with the Capital South Region staff regarding the needs of youth by providing expertise in treatment options, fiscal resources, availability of programs and program development. Ensures that the provision of individualized services to youth are appropriate and efficient by identifying and procuring services that meet the needs of the youth in the least restrictive environment, consistent with public safety and that are fiscally responsible. Manages budget in excess of a million dollars. Participates in development of contracts, RFP’s and solicitations; program development; and program monitoring. This position may supervise professional and support staff. This is a highly responsible position with multiple roles requiring contracts with all levels of administration within and outside of the Department. This position is responsible for five defined areas within DJS. An area that consists of Montgomery, Prince George’s, Carroll, Charles and St. Mary’s County. This position is located in various offices around the State, but reports to the Regional Director located in the P.G. County - Largo Office.

POSITION DUTIES

Office Management and Supervision

Manages an Area Resource Office consisting of both professional and support staff. Supervises staff, manages both routine and special assignments, develops required reports and correspondence. May manage the recruitment, certification, inspection and monitoring of individual foster homes and provide training and support for foster parents.  

Client Tracking and Resource Management  

Manages the placement process for DJS youth by consulting with Field Services Supervisors and Case Managers in staffings about youth who may need special services or out-of-home placement, develop and offer treatment options and advises staff about available programs and funding. Adheres to Department protocols in the determination of appropriate placements and services.  

Manages budget for a specific area and ensures that expenditures are within allocation. Maintains a cost accounting client tracking 25% management system to approve purchases, to track expenditures, to process invoices and to develop purchase orders as needed to purchase care and services for youth.  

Participates in regularly scheduled Title IV-B reviews of youth in placement as a member of the review board to determine the appropriateness and need for continued placement.  

Serves as a resource on programs and services for youth and disseminates this information inside and outside of the Department, as necessary.  

Analyzes placement and services needed by juvenile populations, identifies trends and develops projections and recommendations of future needs.  

Collaborative Activities  

Consults regularly with the Regional Director regarding the availability and management of the areas fiscal and program resources, such as the number and type of youth in care and the identification of services and the amounts of service necessary to meet the needs of youth in the area. Collaborates with the Regional Director regarding youth pending placement.  

Coordinates or assumes the Department's representation in meetings of the Local Coordinating Councils (LCC), System Reform Initiatives (SRI) and other interagency efforts. Participates in the rotation as Chairperson of the LCC with other participating Agencies and Departments, where applicable. Liaisons with other Agencies and Departments to secure needed services for DJS youth or to coordinate services for co-committed youth.  

Liaisons with private providers to ensure that DJS youth receive appropriate consideration with referrals, admission, retention and treatment/services. Investigates and resolves problems associated with securing placement or services from specific providers.  

Participates in the Departments processes to assess program effectiveness, to develop new solicitations for services/programs and to select successful offers for contractual awards.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four year college or university.

Experience: Three years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting. 

Notes: 

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education. 

2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences or criminal justice from an accredited college or university for one year of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science, Psychology and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

• Two years of experience and knowledge of public and private resources that address DJS juvenile service needs.
• Two years of experience with the DJS placement process. 
• Two years of supervisory experience.

Recruitment is limited to current Maryland Department of Juvenile Services (DJS) employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
