The Maryland Department of Commerce is seeking qualified applicants for the position of Management Associate within its Division of Business and Industry Sector Development, Office of Strategic Industries & Entrepreneurship (OSIE). 

This recruitment is limited to existing Maryland Department of Commerce Employees only.

Main Purpose of Job

The Management Associate primary responsibilities include providing administrative, secretarial, operational, fiscal, and technical support to the Senior Director, Industry Directors, the Industry Sector Program Managers and the Staff within the Office of Strategic Industries and Entrepreneurship. OSIE works to support, attract, and expand strategic and emerging industries ranging from Life Sciences, Cybersecurity and Aerospace, Manufacturing, Agribusiness and Energy; foster innovation and entrepreneurship; and align education and workforce offerings with the needs of these industries within the State of Maryland.

POSITION DUTIES

Duties of the Management Associate include: exercising independent judgment on routine administrative matters; processing payments; managing and reconciling budgets; preparing and adhering to standard operating procedures; coordinating projects that may involve officials from other agencies; formatting and composing complex correspondence and drafts; assisting with grant management; arranging travel; maintaining schedules; organizing, attending meetings and taking minutes; and providing other operational support to OSIE.

The selected candidate will have working knowledge of office practices, procedures, and equipment; be well organized and able to work independently; demonstrate excellent interpersonal, written, and oral communication skills; possess excellent administrative and time management skills; and exhibit an aptitude for detailed work according to established standard operational procedures of the Agency. For this position, OSIE is also looking for a candidate with ability to handle multiple concurrent and high priority tasks; plus, the ability to meet deadlines; process payments in a timely manner and within fiscal guidelines; compose routine and complex business correspondence; maintain confidentiality of records, prepare reports, and other materials. The candidate should also be proficient in the use of Microsoft Office Suite Word, Excel, PowerPoint, Access – and Google Products – Documents, Sheets, Slides, G-Mail, Drive, Calendar – or other relevant software to design, create, and/or manage documents, databases, spreadsheets, and reports.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted  at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Please ensure that you include clear and specific information on your application regarding your qualifications.

1. Experience managing multiple projects at the same time. 
2. Proficiency with using Microsoft Office Suite, Google Products, DocuSign, FMIS and/or other relevant software.
3. Experience in State government and procurement.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
