Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The Administration Officer II Assist the Director of Agent Administration in supervising the Administrative Specialist III (3) in the processing of electronic retailer applications submitted to become licensed lottery retailers and enable them to sell lottery products. The position also supervises the maintenance, release and increase of assigned security interest that are held by the Lottery from some retailers to indemnify their lottery account(s). The position supervises the verification of business entities and ownership to ensure proper licensing of Lottery retailers.

POSITION DUTIES

- Supervise the overall application process to ensure that approved applicants are licensed and operational in a period not to exceed 90 calendar days.  This includes, but is not limited to, verifying owner information with various State and county agencies ensure financial and operational stability as a licensed Lottery retailer. 

- Oversee the maintenance and accuracy of the agent database which is utilized for tracking the application process as well as producing numerous reports for agency, while monitor and evaluates the volume of work being assigned to subordinates and set priorities to maintain an expeditious process for applicants. 

- Oversee and manage the financial review process of potential and existing Lottery Retail Agents to ensure their fiduciary responsibility, credit and bonding worthiness to minimize financial risk to MSLA

- Analyze and study Articles of Incorporation and Liquor License of retailer prior to giving recommendations and approval of retailer’s application.  

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

- Previous supervisory experience
- Customer service experience 
- GEM Officer software experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
