The Office of the Public Defender is seeking well organized, customer service and detail oriented applicants with good time management and problem solving skills proficient in both Microsoft Office and Google Workspace applications to fill a full time Administrative Officer I, position in its Forensic Mental Health Division. The Forensic Mental Health Division (FMHD) is a statewide division within OPD responsible for providing on-call litigation support to trial attorneys throughout the agency, as well as locating, vetting, and hiring mental health experts to consult and testify on OPD cases.

Main Purpose of Job
The Administrative Officer I
performs administrative work requiring regular use of independent judgment and
analysis in applying and interpreting complex administrative plans or
policies. Employees are assigned administrative responsibilities involving
the analysis of operational programs or procedures with recommendations for
improvements. Employees in this classification may supervise
professional, technical or clerical staff. Employees in this
classification receive general supervision from a higher-level administrator or management official.
POSITION DUTIES
The Administrative Officer I is responsible for the execution and coordination of all office workload,attorney and support staff interactions, and oversees the effective operationwithin the office to service our clients. The Forensic Mental Health Division works with attorneys handling criminal cases statewide which requires effective and efficient flow of work within the office, effective planning, scheduling and management of all work location tasks.
The Administrative Officer I is responsible for Coordinating the administrative process of retaining experts, reviewing invoices from mental health vendors, and preparing weekly reports on statistical data related to caseloads, expert retention and expenditures, and assisting FMHD attorneys with trial preparation as needed. The Administrative Officer I serves on the Division Leadership Team, collaborating on strategy, long term planning, and new initiatives. Along with the S Attorney, the Administrative Officer I represents the office in dealing with the OPD fiscal division on invoicing issues, as well as managing the office relationships with outside experts and organizations affecting the administration of the office. The Administrative Officer I serves as primary problem solver for daily issues such as unusual non-legal client questions, logistic problems and staff issues.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
*Experience planning and directing activities or managing the daily operations of an organizational unit or program.
*Experience working with individuals with mental illness or intellectual disability.
*Proficiency in SharePoint Microsoft Office Suite and Google applications.
*Ability to track and analyze data.
*Experience working in a law office or court system, working with detained or incarcerated
persons, attorneys and law enforcement or courtroom personnel.
*Excellent oral and written communication skills, and strong attention to detail.
*Strong organizational, multi-tasking, problem-solving, and independent learning skills.
*Previous employment with the Office of the Public Defender preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SELECTION PROCESS
Applicants who meet the minimum qualifications will be admitted to the examination for this classification. Successful candidates will be ranked as BEST QUALIFIED,BETTER QUALIFIED, OR QUALIFIED and placed on the employment (eligible) list for at least one year.
