The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland. The Department oversees and serves as a regulatory body for animal health and consumer services to include marketing and lab services, plant and pest management, and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.  

This job posting is for two vacant positions in Central Services Automotive Garage: Automotive Services Specialist and Automotive Services Supervisor.  Central Services coordinates the various activities for the Maryland Department of Agriculture.

GRADE

ASTD11 AUTOMOTIVE SERVICE SPECIALIST: $41,890 - 69,036 yearly (3% COLA 7/1/24)
ASTD12 AUTOMOTIVE SERVICE SUPERVISOR: $44,534 - $73,611 yearly (3% COLA 7/1/24)

LOCATION OF POSITION

Both vacant positions are located at the MDA Automotive Garage which is adjacent to MDA Headquarters at 50 Harry S Truman Pkwy. Annapolis, MD 21401.

Main Purpose of Job

AUTOMOTIVE SERVICES SPECIALIST - To perform repairs and maintenance on approximately 310 vehicles, trailers and 3 large trucks assigned to MDA.  Additional equipment such as sprayers, tractor, snow equipment, provers, etc., may also be repaired and brought to working order.

AUTOMOTIVE SERVICES SUPERVISOR - To supervise and coordinate the departmental functions of the automotive garage and the repair and maintenance of all vehicles in the agency motor pool.  The position serves as a working manager, performing repairs and maintenance while supervising the Automotive Services Specialist in the performance of their job.

POSITION DUTIES

AUTOMOTIVE SERVICES SPECIALIST: 
  • Schedules routine service and repairs of automobiles and trucks in coordination with assigned drivers. 
  • Conducts electronic engine analysis and performs specialized diagnostic tests on engine parts. 
  • Tracks and conducts semi-annual inspections on all vehicles assigned to MDA. 
  • Ensures maintenance records are completed for all vehicles and records are kept on file.  
  • Performs oil changes and lubrication, tire repairs and replacement, tune-ups, engine analysis.  
  • Conducts mechanical and structural repairs on automotive engines, all-terrain vehicle engines and backpack unit engines. 
  • Conducts and maintains regular inventory of stock parts such as tires, batteries, oil, spark plugs, filters, rags, nuts, bolts and screws, etc.   

AUTOMOTIVE SERVICES SUPERVISOR: 
  • Supervises all activities of the Annapolis automotive maintenance facility, including but not limited to recordkeeping, repairs, and maintenance.
  • Plans and implements the preventative maintenance program for approximately 310 motor vehicles, 3 large trucks and various equipment. 
  • Supervise personnel including training, coaching, approving work time and leave, performance evaluations and discipline. 
  • As a working supervisor, performs repair and maintenance alongside the Automotive Services Specialist as detailed above in the Automotive Services Specialist position duties. 

MINIMUM QUALIFICATIONS

Both Positions
Education: Completion of the eighth grade.

Automotive Services Specialist  
Experience: Three years of experience servicing, maintaining and repairing motor vehicles or equipment, one year of which must have involved responsibility for performing major automotive repair work. 

Automotive Services Supervisor
Experience: Four years of experience servicing, maintaining and repairing of motor vehicles or motor equipment two years of which must have involved responsibility for performing major automotive repair work. 

Notes: 
1. Graduation from an accredited vocational/technical high school with a major in automotive mechanics, or a related field, may be substituted for up to three years of the required experience. 

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Mechanic  classifications or Automotive Maintenance Technician and Vehicle Maintenance specialty codes in the Mechanic or Maintenance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Both Positions
Automotive trade school or vocational-technical school certification
Possession of ASE certification 
Experience performing general maintenance on motor vehicles and equipment 
Experience performing major repair work on motor vehicles 

Supervisor Only
Experience managing an automotive garage
Experience supervising employees

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
