Main Purpose of Job

The Support Services Manager is responsible for the management of the State Senior Care Program and the Federal Older Americans Act Title IIIB Support Services Grant. The Manager ensures compliance with state statute, regulations, standards, policies, procedures, and fiscal accountability.

The position is also responsible for data collection, analysis and reporting to demonstrate the value and impact of these programs. The position creates innovations to ensure efficient operations that reach the maximum number of older adults. The position will represent the Department in meetings that address home and community-based services and partnership development that promotes community living with dignity and maximum independence.

POSITION DUTIES

Senior Care Program and Older American Act Title IIIB Manager

Function internally and externally as a subject matter expert.

 

Prepare and present regularly scheduled program and fiscal briefings for the Department’s leadership and the Maryland General Assembly to ensure good stewardship of program funds and compliance with program policies and procedures, statutes, regulations and program standards.

 

Oversee and monitor program spending and activities monthly, or as frequently as needed, to track activity utilization and spending patterns, ensure timely use of funds, and accurate registration and participation in accordance with statute, regulations, and program standards.

 

Evaluates and revises data collection, analysis, and reporting to demonstrate the value of the programs.  

 

Make recommendations to the Secretary regarding new or revised legislation affecting the program.

 

Work closely with other programs and partners that support, collaborate with, or serve as a referral pathway for the Senior Care program and other pre-Medicaid supports. This includes federal, state, internal and external partners.

 

Review and approve quarterly reports and AAA requests for funds in eCivis.

 

Initiate funding allocation process and present recommendations to the leadership for approval and inclusion in the application package.

 

Develop and disseminate applications for funding and provide technical assistance to ensure accurate completion and approval of applications.

 

Develop Aging Policy Directives that introduce, revise or update policies, procedures, and forms for program use.  Maintain an up-to-date policy and procedures manual.  Revise as needed.

 

Coordinate with the Department’s monitoring personnel to ensure statewide compliance of the program.

 

Host regularly scheduled training and meetings for 19 local Senior Care Program Coordinators.

 

Provide technical assistance to local Senior Care Program Coordinators.

 

Serve as a Senior Care content expert and liaison for constituent requests.

 

Provide technical assistance to local Title IIIB Managers and host trainings and meetings as needed.

 

Lead workgroups and develop opportunities to innovate and expand the program.

 

Maintain accurate website postings on the Senior Care program.

 

Represent the Department at meetings, conferences, and committees.

MINIMUM QUALIFICATIONS

Experience: Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.

2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have one or more of the following skillsets or experience:

Experience working with government grants and/or programs.

Strong understanding and experience working with Older Americans Act (OAA) programs.

Experience working with frail older adult/disabled populations.

Experience managing large grants.
