Main Purpose of Job
POSITION DUTIES
- Supports the Contracts Program Manager with planning, coordinating and implementing the workflow of the Contracts and Monitoring Unit.
- Aides Contracts Program Manager with establishing and implementing standard operating procedures to ensure contract processing and contract monitoring functions are accurately and timely completed in accordance with Procurement guidelines.
- Serves as the SSA, Minority Business Enterprise (MBE) Liaison.
- Participates in or leads the development of solicitations Request for Proposals, Expressions of interests, Exempt and Sole Source Contracts for placement and other resources needed for service delivery.
- Supervises and evaluates work of assigned staff, in addition to completing the contract work for their own assigned caseload.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
Notes:
1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
SELECTIVE QUALIFICATIONS
- One year of the required experience must have been preparing and/or monitoring a contract budget.
DESIRED OR PREFERRED QUALIFICATIONS
- Two years of experience in contract management or procurement.
- Two years of experience using a child welfare management system of record, such as Child, Juvenile, and Adult Management System (CJAMs) or a financial system of record, such as Financial Management Information System (FMIS).
- Two years of experience with business software such as Microsoft Office Suite (Word, Excel), Google Workspace (Docs, Sheets), and Smartsheet.
