Main Purpose of Job

This position is the Assistant Director for Child Support and is a member of the local Agency Director’s Executive Staff. This position is responsible for the establishment of goals, priorities, policies, budgets, and performance standards for the Child Support Division.  This position is also responsible for the administration and oversight of the Child Support Program and compliance with all applicable federal and state laws and regulations. Under general direction of the Director, work is performed with wide latitude for independent action, management discretion and judgment.

         This position is responsible for recruitment, retention, discipline and evaluation of personnel. The incumbent is also responsible for facilities management including lease, security, parking and maintenance. The position administers contracts with private and public sectors and administers the financial aspects of the office to include the collections and distribution of child support collections (20 + million dollars a year), and program operational budget.

         This position is responsible for developing goals, scope of service and monitoring of Cooperative Reimbursement Agreement (CRA) contract with the Harford County Sheriff’s Office for $693,619 for law enforcement support.

         The position is responsible for the legal team functions as well as the staff that handle all our court filings. This is the work that was previously performed under a Cooperative Reimbursement Agreement (CRA) contract with the Harford County State’s Attorney’s Office.

 

POSITION DUTIES

Provide administration, oversight, and personnel management to the child support program by adhering to federal, state, and local laws and policies.  Develop, implement and monitor budgets and contracts pertaining to the child support program. Create, assess, implement, and re-engineer programs, policies and procedures to meet customer needs and internal objectives.  Develop and implement strategies to meet or exceed federal, state, and local goals. Ensures adherence to the requirement of the State Finance and Procurement Article of the Annotated Code of Maryland, Section 15-103 that all invoices received by the Agency, including foster care requests for payment, must be paid within 30 days of receipt. Direct, supervise, and provide leadership to staff performing child support and legal functions.  Assure quality and timely completion of performance evaluations.

 Administers all other personnel activities for the division including recruitment, human resource development, and maximizing staffing resources to accommodate the changing needs and priorities of the child support program.  As a member of the Agency’s Executive team, along with the Director and other three Assistant Directors, plan, evaluate and coordinate all the agency operations. Acts on behalf of the Director in his absence, at designated times. Demonstrates creativity, developing recommendations and actively participating in the decision-making process when addressing administrative issues in accordance with the local mission, vision, and strategic plan.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience: Nine years of experience in administrative, professional or technical work, four years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours   on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical   experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

  •  Two years experience develop implement and monitor budgets and contracts pertaining to a human services program.
