This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The position assists in the day to day direction of the Family Investment programs for the five district offices and Document Management Center (DMC), by planning, organizing, and monitoring activities in accordance with Federal, State, and local policies and regulations to ensure Baltimore County residents receive timely and accurate benefits. This position also oversees all operations that include, OHEP, Job Network and Information and Integrity in the absence of the Assistant Director.

POSITION DUTIES

  • Oversee operations in the five district offices and DMC to ensure compliance with Federal, State and Agency mandates.  
  • Provide direct supervision to the manager in each of the five offices and supervisor in the DMC unit. Ensure immediate staff are interpreting and administering Federal, State and local regulations/policy governing programs appropriately in the performance of duties.  
  • Provide leadership to immediate staff so that programs and processes are developed in an integrated manner which ensures that results are thorough, efficient, measurable and meet objectives.  
  • Create and implement corrective action plans and strategies for the District offices and units under oversight.  
  • Oversee the hiring of staff and for the District Offices and DMC Unit.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Nine years of experience in administrative, professional or technical work, four years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours   on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical   experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess: 

  • Three years of management experience within Family Investment Administration, managing a specialized division or district office.

  •  One year of experience providing the analysis of productivity of an entire office 

  • One year of experience managing and maintaining a budget

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.
