AGRICULTURAL INSPECTOR III

The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health and consumer services to include marketing and lab services, plant and pest management, and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.

The Mosquito Control program provides a direct service to approximately 2,100 communities in 16 Maryland counties. The primary goal of this program is to prevent the occurrence of mosquito-borne disease in humans, pets and livestock. Mosquito control is an economic necessity in some parts of Maryland dependent on outdoor tourism during the summer. The program relies on surveys and monitoring of the larval and adult mosquito populations to coordinate control activities. Control techniques include breeding source reduction, public education, biological control and insecticide applications from aircraft or ground equipment.

Salisbury, Maryland (Dorchester County)

This position will assist in the management of the Integrated Mosquito Control Program in Dorchester County.

• Plans and organizes an effective mosquito control program using an integrated pest management strategy.
• Evaluates mosquito populations, citizen complaints, mosquito-borne disease surveillance and control efforts. Mixes, loads and transports insecticides with a full understanding of laws and regulations regarding the storage and handling of insecticides.
• Prepares multi-layered maps, including field maps for the application of pesticide and federal and state permit maps using computer based mapping technology.
• Recruits, trains and supervises seasonal staff in the performance of field duties.
• Operates vehicles and spray equipment to apply insecticides for mosquito control.
• Interacts with the public during service delivery to respond to complaints, resolve billing questions and ensure quality control.
• Performs droplet characterizations, calibrations and repair of ULV adulticide sprayers.
• Enters, organizes and summarizes mosquito control data. Completes monthly and annual reports.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in one of the following: production, processing, marketing, grading or inspection of agricultural products or chemicals; assisting veterinarians in the care and management of animals; animal disease control; care or management of livestock or inspecting veterinary hospitals, riding stables or livestock dealers; installation, inspection, repair, or testing of weighting, volumetric measuring or counting devices; inspecting labeling and packaging; pesticide sales, use, regulation, or application; production, maintenance or inspection of a tree plantation or nursery stock; pest or weed control; wildlife population censuring; or the production, sales, inspection or testing of seed or turf products.

Notes:

1. Applicants may substitute fifteen credit hours in agriculture; animal, biological, environmental, food or physical sciences; chemistry; mathematics; engineering, or law enforcement at an accredited college or university for each year of experience for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience non-commissioned officer in quality assurance, inspection and grading classification or quality assurance, inspection and grading specialty codes in the agricultural commodity grading field of work on a year-for-year basis for the required experience.

• Experience performing fieldwork (inspection, surveillance, mapping, applying control measures) in an insect pest detection control program
• Experience conducting research involving surveys, inspections, or generating data reports of insect populations
• Supervisory experience
• Experience using ArcGIS Pro, ArcMap, ArcGIS Field Maps, Arc Catalog, or other geospatial database software

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator license’s valid in the State of Maryland.

2. Employees in this classification who are involved in pesticide sales, use, regulation or application or pest survey and control are required to possess and maintain a current Maryland Commercial Applicators Certification.

Employees in this classification may be assigned to any county or region of the State and may be required to establish residence within their assigned geographic area.
