Introduction
The Maryland Department of Agriculture is a
department under Maryland's Executive Branch. Formed in 1972 by the
Maryland General Assembly to address the agriculture needs for the State of
Maryland, the Department oversees and serves as a regulatory body for animal
health,
consumer services to include marketing and lab services, plant and pest management and
resource conservation. As the number one industry in Maryland, the
diversity of agriculture programs in the State continues to expand and grow.
The Mosquito Control Section provides a direct service to approximately 2,100 communities in 16 Maryland counties. The primary goal of this program is to prevent the occurrence of mosquito-borne disease in humans, pets and livestock. Mosquito control is an economic necessity in some parts of Maryland dependent on outdoor tourism during the summer. The program relies on surveys and monitoring of the larval and adult mosquito populations to coordinate control activities. Control techniques include breeding source reduction, public education, biological control and insecticide applications from aircraft or ground equipment. Work schedules must be flexible to
include early mornings, nights, weekends, and holidays to meet seasonal
workloads. Overtime may be
required. This position is emergency
essential.
Main Purpose of Job
To
perform surveillance, field inspections, and laboratory management under the
direction of an Administrative Officer or Agricultural Inspector Advanced and
to assist the supervisor with all aspects of routine administrative and office
management duties. This position is emergency essential.
POSITION DUTIES
Conducts
control activities of larvae and adult mosquito populations in assigned
areas. Follows departmental policies and
procedures pertaining to the control of larval and adult mosquito populations. Requires knowledge of mosquito biology. Requires knowledge of various control methods
routinely utilized in mosquito control operations. Requires familiarity with the geography of
the assigned area. Requires the ability
to accurately record data and enter data into databases and spreadsheets. Requires the safe operation of motor
vehicles, all-terrain vehicles, motorized insecticide application
equipment. Requires the preparation of
reports and data summaries. Requires the
preparation of various maps including field maps and Federal/State permit maps
using computer-based mapping technology such as ArcGIS.
Conducts
adult mosquito surveillance and manages the Salisbury Mosquito Control
laboratory. Manages the Salisbury
Mosquito Control Laboratory according to good laboratory practices
standards. Requires knowledge of various
surveillance methods routinely utilized in mosquito control operations. Sets and collects mosquito surveillance traps
throughout the region. Receives mosquito
collections, handles collections according to established protocols for disease
surveillance and pest management monitoring.
Requires knowledge of mosquito taxonomy to allow identification of
mosquito specimens to species. Requires
the ability to accurately record data on standard forms. Ships mosquitoes according to good laboratory
practices to the virology laboratory at the Department of Health in
Baltimore. Leads one or more contractual
employees assigned to work in the laboratory.
Assist in the calibration, maintenance and testing of mosquito control equipment. Assists in the maintenance and repair of spray equipment, surveillance equipment, and field equipment. Assists in the routine calibration in insecticide application equipment. Requires knowledge of the calibration procedures for insecticide application equipment. Assists in the laboratory and field testing of mosquito control equipment and insecticide products.
Assist supervisor in conducting routine mosquito control operations. Requires the mixing, loading and transporting of insecticides. Requires knowledge of laws and policies regarding the storage and handling of insecticides. Assists with routine office tasks. Assist in data entry, summarizing data, and completing monthly and annual reports. Requires the ability to organize information, such as surveillance data, insecticide and parts inventories, and laboratory expenditures.
MINIMUM QUALIFICATIONS
Education: Graduation from an
accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience in one of the following:
production, processing, marketing, grading or inspection of agricultural
products or chemicals; assisting veterinarians in care and management of
animals; animal disease control; care or management of livestock or inspecting
veterinary hospitals, riding stables or livestock dealers; installation,
inspection, repair, or testing of weighting, volumetric measuring or counting
devices; inspecting labeling and packaging; pesticide sales, use, regulation,
or application; production, maintenance or inspection of a tree plantation or
nursery stock; pest or weed control; wildlife population censuring; or the
production, sales, inspection or testing of seed or turf products.
Notes:
1. Applicants may substitute fifteen credit hours in
agriculture; animal, biological, environmental, food or physical sciences;
chemistry; mathematics; engineering, or law enforcement at an accredited
college or university for each year of experience for up to two years of
experience.
2. Candidates may substitute U.S. Armed Forces military
service experience non-commissioned officer in quality
assurance, inspection and grading classification or quality assurance,
inspection and grading specialty codes in the agricultural commodity grading
field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to
applicants who possess any of the following preferred
qualification(s). Include clear and specific information on your
application regarding your qualifications.
One or more years of experience performing fieldwork (such as inspection, surveillance, mapping, applying control measures) in an insect pest detection control program (i.e., Larvae and Adult Mosquito).
One or more years of experience conducting surveys, inspections, and data reports to support the detection and control of insects (i.e., i.e., Larvae and Adult Mosquito) in a private or public pest control program.
One or more years of experience in educating the public and other government regulated organizations.
One or more years of experience with Microsoft Excel and/or Access, including performing queries, creating reports, and utilizing forms.
One or more years of experience using ArcGIS Pro, ArcMap, ArcGIS Field Maps, Arc Catalog, or other geospatial database software.
Certification in ArcGIS Pro, ArcMap, ArcGIS Field Maps, or Arc Catalog
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification are assigned duties, which
require the operation of a motor vehicle and will be required to possess a
motor vehicle operator license valid in the State of Maryland.
Employees must possess a commercial pesticide applicator certificate, issued by the Maryland Department of Agriculture, at the time of appointment or obtain such certification within six months after appointment. This certification must be in the specialty area of public health or mosquito control. Requires training and leading seasonal contractual employees to conduct control work.
SPECIAL REQUIREMENTS
Employees in this classification may be assigned
to any county or region of the State and may be required to establish residence
within their assigned geographic area. This
position is emergency essential.
