Introduction

The Maryland Department of Labor - Division of Workforce Development and Adult Learning is accepting applications from qualified applicants for the position of TABE Tester/Substitute Instructor.  This is a contractual position responsible for providing teaching and learning to residents of an adult maximum correctional facility.

Main Purpose of Job

The ideal candidate may be used as a classroom substitute instructor when situations are warranted within the served institutions. Duties will be combined in a such a flexible way to allow for the maintenance of necessary TABE testing. The candidate may be assigned to one or more institutions. The candidate will oversee and administer all TABE Locator Testing TABE Pre-Testing at the assigned institutions. This includes scheduling testing, administering the testing, scoring the tests, and maintaining test security and other related needs. This position may be required to assist in the TABE Post-Testing process when necessary.

POSITION DUTIES

Duties of this position include but are not limited to:
      • Overseeing and monitoring the testing of students and/or substitute instruction. 
      • Maintaining test security, scheduling, and managing the integrity of the testing process and/or the instructional classroom process.
      • Professional development/meetings and other job-related duties as assigned by the principal and/or academic coordinator.

      MINIMUM QUALIFICATIONS

      Experience: Six years of experience planning and conducting employee development and training.

      Notes:

      1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience planning, conducting or coordinating training or staff development activities for the required experience.

      2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes in the education and training field of work on a year-for-year basis for the required experience.

      DESIRED OR PREFERRED QUALIFICATIONS

      1. Experience in Education, Corrections, or Adult Education.

      SPECIAL REQUIREMENTS

      All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

      BENEFITS

      Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

      Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

      U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
