Main Purpose of Job

The main purpose of this position is to assist the Procurement Officer III in the procurement of all goods and services for this 270-bed maximum-security forensic hospital center, the Clifton T. Perkins Hospital Center.

Job duties include, but are not limited to:

  • Awarding and monitoring contracts for major purchases within agency delegations, helping formulate specifications for contracts outside of agency delegation and assisting in the awarding of these contracts.
  • Monitoring the status of requisitions and purchase orders.
  • Implementing new and revised fiscal policies, procedures and standards to capture complex procurement costs.
  • Providing advice and guidance to paraprofessional support staff.
  • Processing purchase orders within agency delegation after determining the most appropriate procurement method to use.
  • Researching materials to develop contract specifications.
  • Conducting small procurements by using state-provided credit card and reconciles invoices.
  • Processing purchases including placing and tracking orders, receipt, delivery, vendor performance, acceptance standards & quality control.

MINIMUM QUALIFICATIONS

Experience: Six (6) years of experience, two (2) years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four (4) years of professional contract management experience or professional procurement experience.                                    

Notes1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
1. Current or previous work experience performing contract management or procurement responsibilities, from inception through contract award, for a Maryland State government agency
2. Experience writing and monitoring contracts
3. Experience procuring consulting services, equipment, information technology and other resources using a competitive or negotiated process
4. Experience writing and conducting pre-bid/proposals, site visits, and conferences for advertised solicitations
5. Experience using FMIS/ADPICS to facilitate the procurement process

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
