Main Purpose of Job

The Maryland Department of Veterans and Military Families was created by the State Legislature in 1999 as an executive agency with the mission of assisting veterans, active duty service members, their families and dependents, in securing benefits earned through military service.  This position is a dual role overseeing the procurement and logistics support of the Department's mission.

This position is the lead level for DVMF Procurement and will direct and guide all aspects of the DVMF's procurement activities through ongoing development of training in, and implementation of procurement policy consistent with Maryland procurement law and regulations.

This positions is the lead level for DVMF logistics.  The position sets Departmental inventory management policies and procedures and oversees compliance with these as well as policies mandated by the Department of General Services.

POSITION DUTIES

Reviews and modifies as needed existing agency procurement practices, processes and procedures, and develops appropriately detailed procurement policies and procedures for MDVA program staff, consistent with Maryland procurement law, regulations and policies. Prioritizes compliance and competition in procurement policies designed for maximum effectiveness and efficiency in support of MDVA's mission. Develops and maintains delegation of authority policies for MDVA procurement.

Reviews, analyzes, and approves MDVA procurement requests; determines the most appropriate procurement method to use in accordance with State procurement laws, regulations, and procedures. Resolves requirements issues that may impact timely solicitation processing. 

Responsible for all aspects of procuring goods and/or services from cradle to grave including: collaboration with MDVA Program Directors and/or Executive Office leadership to identify, advise, assign or produce procurements, as applicable. 

Collaborates with MDVA Director of Finance and Administration and Senior Leadership to research and identify MDVA Program improvements requiring procurements, in conjunction with Program Directors and State and Federal Requirements/mandates. e.g., Veterans Administration. Initiate procurements in efficient and effective manner to achieve mandates for the improvement of MDVA. Provides Director of Finance and Administration with commodity/services spend analysis, procurement status updates, and recommendations if required, for in- progress, awarded, and expired procurements/contracts.

MINIMUM QUALIFICATIONS

                                                        Procurement Officer II- Option 1 ONLY            

Experience: Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

                                                     

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
