Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Procurement Manager I. This skilled position serves as the Procurement Manager for the Department of Labor. A Procurement Manager I is the managerial level of professional work, for State agency positions, in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods.

Main Purpose of Job

This position of Procurement Manager I for the Office of Administration, Contracts and Procurement Unit serves as Procurement Officer for the Department of Labor (LABOR). The main purpose of this position is to supervise the lower-level Procurement Officer and oversee the daily contracting and purchasing activity of the Procurement Unit. Assist the Procurement Manager in working with the department's Minority Business Liaison to ensure that state minority business and small business enterprise contracting requirements are met by the LABOR divisions.

POSITION DUTIES

Duties of this position include but are not limited to:

Supervision and Purchasing Responsibilities

I. Directly supervises the subordinate Procurement Officers and oversees all of the day-to-day procurement activities.  

2. Works closely as a deputy to the Chief of Procurement to ensure that State procurement laws and regulations are enforced while providing for the needs of the Department.  

3. Manages, reviews and closely monitors all RFP's and complex procurements including the development of specifications, solicitation documents, conducting pre bid and preproposal conferences, the evaluation of bids and the securing of appropriate approvals for contract awards. Regularly meets with the Chief of Procurement to brief him/her on important issues and resolve problems as they arise. 

Contract Administration and Compliance  

I. Assists the Chief of Procurement with review and approval of all contract modifications to ensure completeness and compliance with procurement regulations before final approval for departmental programs.  

2. Assists the Chief of Procurement with review and evaluation of designated contract documents to negotiate objectionable terms and conditions from contract and to include necessary and appropriate State contract terms and conditions.  

3. Assists the Chief of Procurement with monitoring the procurement process for all contract solicitations in the department and directly offers support to the Procurement Officers and other staff as needed during the solicitation and award phases.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.
  
Experience: 6 years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations, including at least two (2) years of supervisory or managerial experience. 

Notes:  

1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required education.  

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.  

3. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education. 4. Candidates may substitute a Doctorate of Jurisprudence (JD) degree or a Master’s degree in Business Administration for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience with COMAR Title 21 and other Maryland State procurement laws, regulations, policies, and procedures 

Experience with FMIS/ADPICS 

Experience with eMaryland Marketplace Advantage (eMMA).

LIMITATIONS ON SELECTION

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
