GRADE

Grade 22 - this is a Management Service position which serves at the pleasure of the appointing authority.

LOCATION OF POSITION

This position is with the Department of General Services - Office of State Procurement located at 301 W. Preston Street, Baltimore, MD.

Main Purpose of Job

This is the supervisory level of professional work for the Office of State Procurement, supervising the Construction Procurement unit. This position assigns, supervises and performs procurement sourcing and award activities, and provides agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations. The incumbent is responsible for the development of statewide contracts and comprehensive structured agreements, and will work across all levels of State government, multiple jurisdictions and the federal government to coordinate work efforts. Employees in this classification supervise Procurement Officers and may supervise clerical and support staff. This position may also serve as a de-facto backup to the Associate Director, in times of absence.

POSITION DUTIES

Functions for this position include but are not limited to:
The primary duty for this position is to provide daily oversight of the Construction Unit of the Office of State Procurement, ensuring that all work undertaken in the unit is done with the utmost integrity and transparency.
Plans, coordinates, supervises and evaluates the work of lower-level Procurement Officers, and trains lower-level Procurement Officers.
Maintains working knowledge of procurement laws, codes, policies, procedures and objectives, and determines proper resolution within established guidelines and regulations.
Ensures that staff consult with using agencies and vendors to facilitate the processing of solicitations and contracts in an efficient manner; contacts agency officials to request fund certification, pricing selection waiver, verification of information and other necessary back-up documents; serves as liaison with agency officials, advising on policies and regulations of the BPW and COMAR; develops, prepares and maintains automated and manual record keeping for vendors, procurement records, contract correspondence and associated reports; manages records to ensure proper contract document transfer, retrieval and storage.
Verifies requisitions for IFB and RFPs that specifications are clear prior to posting on eMMA and assigns to staff; reviews standard information with dates, times and locations that are revised to reflect current information pertaining to solicitation; prepares bid/proposal document on eMMA to include established terms and conditions and other necessary forms and/or attachments to create a full solicitation on eMMA; ensures vendors are reviewed and added to generated bidders list whose profiles correspond to the commodity code being solicited; posts the solicitation on eMMA.
Conducts and/or ensures staff participate in pre-bid/proposal meeting conferences to review specifications with attending vendors and agency officials; provides clarification, advice and information to attendees; records, prepares and distributes pre-bid/proposal meeting minutes and/or amendments when necessary through eMMA; creates and maintains all contract files and subsidiary records related to the solicitation.
Responsible for ensuring staff respond to questions from contractors, state agencies and the public; draft original and follow-up correspondence to inform proposers of any deficiencies in their response to an RFP/bid submission.
Reviews staff/evaluation committee’s analysis of bids/proposals received for accuracy and detail to determine the responsiveness and responsibility of bidders/offerors; performs related tasks such as verifying references, obtaining control number from Comptroller’s office, verifying computations on bid document/price proposal, certificates of insurance and/or bonding requirements, validate licenses, MBE participation and other information request for submittal of bid/proposal. 
Utilizes skills to recommend the awardee following the guidelines in COMAR 21. Assists staff in resolving protests and disputes between agencies, DGS and contractors/vendors.
Supervises staff to ensure the proper reviews, edits, and recommendations for modification to specifications are made to agencies. 
Prepares BPW Agenda Item and backup package for awards which need BPW approval.
Other duties as required that impact the performance of the Office of State Procurement.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Four (4) years of experience with the State of Maryland in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions. This experience must include at least one (1) year of supervisory or lead level experience directing the work of others.   

Notes: 
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.   

2. Candidates may substitute the following written certifications, obtained through passing an examination, for the required education: Certified Purchasing Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

1. CPPO/CPPB or related professional certification strongly preferred.
2. Previous construction procurement experience is preferred.
3. Expert knowledge of the Code of Maryland Regulations (COMAR).
4. Strong oral and written communications skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2.  Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
