Introduction
This is a Internal Recruitment for the State Department of
Assessments and Taxation, Real Property Division, Baltimore County
Assessments Office. The resulting Eligible list will be used for this
position only. Interested persons will need to reapply for future
recruitments in this classification.

Main Purpose of Job
POSITION DUTIES
To assist the Supervisor of Assessments with the total work
program of the office including residential and commercial and the coordination
of the clerical and assessor functions in order to complete the triennial
assessment program in a timely and professional manner.
Assists the Supervisor of Assessments in the management of the activities
and assignments of the assessor field staff; Provides guidance to staff on
ethical and professional conduct and on procedures; disseminating the
appropriate reading materials, conducting staff meeting and providing on the
job training to follow to insure compliance with COMAR regulations,
departmental procedures and applicable State Laws governing assessments to
ensure the completion of property inspections and the annual workload.
Assists the Supervisor of Assessments in
the development and implementation of local office policy and procedures
to insure compliance with COMAR regulation, departmental procedures and State
laws governing assessments.
Analyzes existing market data and applies standard
appraisal techniques to determine the value of land or buildings in accordance
with Annotated Code of Maryland Tax Property Article and the Maryland
Assessment Procedures Manual for commercial and residential properties.
Operates Assessment Administrator & Valuation System (AAVS) to create and
merge files. To cost, analyze, edit and report information reflecting accurate
data. Reviews C & I BPRUC codes, identifying accounts to be mailed proper Income
& Expense questionnaires. Interviews results in appropriate segment of
remarks.
Conducts appeals hearings and reviews and approves the
decision rendered as result of supervisory level appeals made by subordinate
staff to assure compliance with departmental procedure and regulations.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university and completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.
Experience: Six years of professional appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code.
Notes:
1. Candidates may substitute additional appraisal experience involving the valuation of real property on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial administration and program classification or financial administration and program specialty codes in the accounting and budget field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the
following preferred qualification(s). Include clear and specific
information on your application regarding your qualifications.
Two years of Supervisory Experience.
Experience in the valuation of commercial and industrial
properties.
Experience working with real property tax laws in Maryland
and IAAO standards.
LIMITATIONS ON SELECTION
Must be willing to work in the Baltimore County Assessments
Office.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
SPECIAL REQUIREMENTS
1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
2. Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an "Inactive" status.
3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
