Main Purpose of Job

Assessments Assistant Supervisor, Class C is the administrative and supervisory level of work in the field of real property and commercial property assessments for tax assessment purposes. Employees in this classification serve as assistants to the Supervisor of Assessments in designated counties and assist in overseeing the day-to-day operations of the local assessment office. Employees in this classification assist in the supervision of all professional, technical and clerical personnel.

POSITION DUTIES

Assessments Assistant Supervisor, Class C is the administrative and supervisory level of work in the field of real property and commercial property assessments for tax assessment purposes. Employees in this classification serve as assistants to the Supervisor of Assessments in designated counties and assist in overseeing the day-to-day operations of the local assessment office. Employees in this classification assist in the supervision of all professional, technical and clerical personnel.

Assists the Supervisor of Assessments in the management of the activities and   assignments of the assessor field staff.

Provides guidance to staff on ethical and professional conduct and on procedures, disseminating the appropriate reading materials, conducting staff meetings, and providing on the job training to follow to ensure compliance with COMAR regulations, departmental procedures and applicable State Laws governing assessments to ensure the completion of property inspections and the annual workload.

Assists the Supervisor of Assessments in the development and implementation of local office policy and procedures, providing guidance to staff on ethical and professional conduct/procedures to ensure compliance with COMAR regulation, departmental procedures and State laws governing assessments.

Analyzes existing market data and applies standard appraisal techniques to determine the value of land or buildings in accordance with Annotated Code of Maryland Tax Property Article and the Maryland Assessment Procedures Manual for commercial and residential properties.

Reviews and approves annual reassessments to assure final figures adhere to established standards of uniformity by following departmental guidelines and procedures. Operates Assessment Administrator & Valuation System (AAVS) to create and merge files. To cost, analyze, edit, and report information reflecting accurate data.

Reviews C & I BPRUC codes, identifying accounts to be mailed proper Income & Expense questionnaires.

Interview property owners/representatives for C & I properties and records interview results in appropriate segment of remarks.

Conducts appeal hearings and reviews and approves the decisions rendered as result of supervisory level appeals made by subordinate staff to assure compliance with departmental procedures and regulations.

Reviews and evaluates the work completed by the assessor field staff.

Communicates with the general public either through public forums or private sessions to provide assessment related information regarding valuation determinations, departmental procedures, and applicable State laws governing assessments.

 

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university and completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.

Experience: Six years of professional appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code.

Notes: 

1. Candidates may substitute additional appraisal experience involving the valuation of real property on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial administration and program classification or financial administration and program specialty codes in the accounting and budget field of work on a year-for-year basis for the required experience. 

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two years of Supervisory Experience.

Experience in the valuation of commercial and industrial properties.

Understanding of real property tax laws in Maryland and IAAO standards.

LIMITATIONS ON SELECTION

Must be willing to work in Wicomico County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

2. Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an "Inactive" status.

3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.

§  Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
