Main Purpose of Job

This position is a regional manager for Boating Services Ice/ Breaking Buoy Operations and is responsible for assuring the unit achieves its goals and objectives. Maintaining open and marked channels is required by the State Boat Act of 1963 in Annotated Code 8-703. This function mandates 12-month vessel operation and USCG approved Ice Breakers to work on the water all year in all types of weather. These crews are the only DNR vessels capable of preforming these duties and this position must maintain a USCG licenses 100 Ton or 200 Ton to captain the M/V Eddie Somers, in State waters. This position functions independently plans and develops activities for the Southern Chesapeake Bay, Ocean region for all boating related projects. The list of projects includes but is not limited to: maintains all buoys, day markers and signs as required by USCG permits and legislation for speed zones; maintains and submits all budgetary documents for the vessel and area; maintains open channels through ice breaking, debris removal or other means as necessary; maintains staffing needs through hiring qualified personnel or solicitating other staff from other regions; maintains and repairs, the multi-million-dollar vessel; maintains technical and GIS equipment; maintains records for budget of other expenditures and future needs for the region; maintains documentation on emergency rescues in times of natural disasters for FEMA and other Federal grants; maintains communication with other government agencies, the public, and press for all activities in their area; and maintains the capital inventory in their region.

MINIMUM QUALIFICATIONS

Education:    Graduation from a standard high school or possession of State high school equivalence certificate including at least four courses in mathematics and/or science.

Experience:  Seven years’ experience either performing, or supervising workers performing technical natural resource or conservation work.

Notes:

1. Candidates may substitute pertinent volunteer and/or part-time experience for the required experience.  Please document the number of hours spent per week in this type of experience on the application.

2. Candidate may substitute one year of vocational education from an accredited high school or 30 credit hours from an accredited college or university in a natural resources discipline for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required experience and education.   

DESIRED OR PREFERRED QUALIFICATIONS

1. Recent experience as a vessel captain operating in the Lower Chesapeake Bay.
2. A current valid USCG Masters License Inland 200 ton. 
3. Extensive geographic knowledge of the Maryland lower Chesapeake Bay and its tributaries. 
4. Experience operating an ice breaking vessel in ice.
