Introduction
Alcohol,
Tobacco, and Cannabis Commission (ATCC) is tasked regulating the alcohol and
tobacco industries and enforcing illegal alcohol and tobacco activities in
Maryland. The ATCC also supports the Maryland Cannabis Administration (MCA) and
the legal cannabis industry by conducting inspections and taking enforcement
actions when appropriate. The mission of the ATCC is to advance public safety,
support economic growth, and reduce public harm by promoting the responsible
sale and consumption of alcohol, tobacco, and cannabis products through
consistent and predictable administration and enforcement of laws and
regulations, as well as the strategic integration of process management,
functional expertise, and the study of operations and administration of similar
laws in other states and countries.
The mission of the Field Enforcement Division of the ATCC is to
protect consumers from illicit alcohol, tobacco, and cannabis products entering
the marketplace as well as ensuring state revenues are protected. The Field
Enforcement Division provides guidance to the alcoholic beverage and tobacco
industries through a program of inspection, education, and enforcement to
ensure compliance with state laws and regulations. The Field Enforcement Division strives to
maximize a culture of compliance with the alcohol, tobacco and cannabis laws
and regulations of the state by being adaptable to statutory changes and
product evolution, employing modern technology, and advancing state-wide
consistency in enforcement.

Main Purpose of Job
POSITION DUTIES
Assists
the Assistant Director in managing projects, reviewing work, meeting deadlines,
and accomplishing the Regulatory and Administrative Services Bureau’s core
functions.
Manages,
plans, organizes, and supervises the operations of the Field Enforcement
Division’s Regulatory and Research Section, which consists of the Alcohol and
Tobacco Licensing Unit, the Alcoholic Beverages Trade Practice Unit, and the
Research and Administrative Support Unit.
Reviews
and evaluates license applications and associated information as needed.
Reviews changes in licensing format or process to ensure changes are clear,
appropriate, and easy to understand. Reviews work of the Regulatory and
Research Section as needed to ensure accuracy and proper follow-up has been
completed. Ensures all correspondence and licenses issued by the Field
Enforcement Division’s Licensing Unit are made or sent within the established
timeframe and completed in accordance with established policies.
Responds
to inquiries from the business community, compliance companies, and the public,
related to the License and Trade Practices Units. Focuses on establishing and
maintaining effective work relationships with government and industry
representatives. Communicates, educates, and inspects licensed entities within
the State to ensure continued compliance with Maryland’s laws and regulations.
Responsible
for ensuring the Research Unit creates and submits several reports to the
Governor and General Assembly in accordance with § 2–1246 of the State
Government Article. Ensures that local jurisdictions submit reports timely.
Monitors unit’s involvement in the payment processing procedures and ensures
all steps of the process are being completed accurately and in line with DBM
policy.
Maintains
a working knowledge of the Maryland Alcoholic Beverages and Cannabis Article,
Tax General, COMAR, Business Regulations and other interrelated laws to
understand how they affect the regulatory and licensing process. Maintains a
working knowledge of the Field Enforcement Division’s Rules and Regulations.
Conducts
individual and group training on tasks and responsibilities of the Regulatory
and Research Section. Plans, assigns, and monitors the work of others within
the Section. Drafts and administers directives and or rules and regulations for
Division personnel to follow. Completes, approves, reviews, and administers PEP
evaluations as required. Approves
timesheets/leave requests.
Prepares
and/or assists in the preparation of instructions, guidelines, checklists, and
procedures for the use of employees to achieve desired uniformity of systems
and interpretations of policy, rules, and regulations for the handling of
typical work situations and special projects within the Regulatory and
Administrative Services Bureau.
Supports
the Assistant Director, by assisting the Shared Essential Services Section with
developing the annual budget, monitoring the ATCC’s spending and budget
balances, and ensuring compliance and adherence to the State procurement
process.
Drafts
materials and performs other analysis for the Assistant Director, as directed.
Maintains a working knowledge of the ATCC’s spending, ensuring that agency
expenditures are reconciled across Divisions in accordance with State law.
Acts
as a frontline representative of the Agency, responsible for industry outreach,
answering various PIA requests in coordination with the Assistant Director of
the Legal and Legislative Divisions (if necessary), and maintains public facing
license and report data on the Agency’s website.
Other
duties as assigned, to include those relevant to any current or future
Memorandum of Understanding (MOU) between the ATCC and the Comptroller of
Maryland and/or the ATCC and the Maryland Cannabis Administration, when
applicable.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of administrative staff or professional work.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS
It is desired and preferred candidates have the following qualifications:
- Three or more years of project management experience.
- Three or more years of experience as an administrator within a department, bureau, division, section, or similarly situated agency or subdivision within an organization.
- Three or more years of financial processing and oversight experience, to include budget development and analysis, and procurement.
- Prior work experience with or supporting a licensing or regulatory unit of a local, state, or federal government agency.
- An intermediate to advanced level of proficiency with Microsoft Office and Adobe Cloud applications.

by a foreign credential evaluation will be required prior to hire. The
resulting certified eligible list for this recruitment may be used for similar
