Main Purpose of Job

The Medicaid Behavioral Health Division is tasked with managing multiple priorities and initiatives at once, from managing and implementing new policy initiatives coverage for the public behavioral health system (PBHS) to launching, implementing, and overseeing the Behavioral Health Administrative Services Organization (BHASO) which implements coverage at the direction of Medicaid and the State. Expenditures for the PBHS are in excess of 2 billion annually and the management and oversight of the work requires individuals with strong attention to detail, ability to prioritize multiple projects with competing deadlines, facilitate data collection and analysis, and support leadership decisions in a complex healthcare environment. Overseeing the BHASO is a critical component of successful contract management. To this end, MDH has a second contract for BHASO Oversight. This essential contract has subject matter expertise to validate the work performed by the BHASO and also performs data work that supports management of the PBHS, including validating and reporting data required for and by the Maryland Legislature.

This full time contractual BHASO Operations Manager will be responsible for monitoring the contractual deliverable of each contract including reporting the status, progress, and issues impacting those deliverables both the BHASO and the BHASO Oversight vendors. This position supports the Deputy Director who serves as the contract monitor overseeing both of these service contracts.
 
Key Responsibilities: 

● Maintain the library of BHASO and PBHS documentation including coordinating documentation for each responsible party on periodic review and updating of documentation
● Develop and maintain structure for monitoring the BHASO Oversight Contract
● Serve as a point of contact for project deliverables of both contracts
● Monitor Service Level Agreements and make recommendations for enforcing contract deliverables

This is a highly specialized position critical to the management of contractors that support the PBHS. This position must be able to review policy decisions and manage them for implementation within the BHASO from a systems and operations review perspective. Essential functions include incorporating a broad understanding of the mechanics of a publicly funded behavioral health system, use and responsibilities of an ASO to manage that system, documenting the needs of the system including authorizations and billing processes required to successfully authorize services and pay providers.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with project management, contract monitoring and procurement, tracking and monitoring deliverables, and assessing contractor performance. 
  • Experience with contract management, state procurement processes, and Business Process Documentation. 
  • Experience managing multiple projects with competing deadlines, and strong written and verbal communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
