Introduction

This position functions within the Office of Personnel Services and Benefits (OPSB), Legislative Affairs and Special Projects Unit. The work is varied and requires the ability to prioritize and manage multiple project assignments. The successful candidate will also perform analysis of large data sets and proposed legislation and is an active participant in the collective bargaining process.

Main Purpose of Job

The successful candidate will be adept at defining the scope and goals of assigned projects and establishing the deliverables in collaboration with stakeholders. This will require the ability to develop detailed project plans and timelines, and coordinate and lead other team members. As a member of the collective bargaining team, the successful candidate will maintain an effective tracking system for proposals and will be an active participant in the negotiations process. During legislative session, the successful candidate also will be involved in the tracking of proposed legislation and will be tasked with bill reviews and drafting fiscal notes on proposed legislation that impacts HR, as well as working collaboratively with subject matter experts within OPSB to ensure that appropriate changes are made and communicated to SPMS agencies upon passage of laws that affect HR.

POSITION DUTIES

Conducts research and analysis; makes suggestions for policy changes; provides cost estimates.

Performs complex analysis of large data sets and calculates scenarios to develop or respond to union proposals, State initiatives, or other inquiries including, but not limited, to legislative inquiries or to assist in preparation of legislative bill reviews and fiscal notes. 

Completes special projects, administers various Statewide programs, including the SmartWork and apprenticeship programs, and audits. 

Assists with responses and reports to various inquiries, including JCR- related responses/reports, Maryland Public Information Act (MPIA) requests assigned to OPSB, and other types of reports and inquiries. 

Maintains a regular and reliable rate of attendance and performs all other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desirable candidate will possess the following:

Familiarity with the legislative process. 

Proficiency in Microsoft Suite including Word, Excel, and PowerPoint. 

Ability to gather data, compile information, prepare reports, and prioritize and perform complex tasks on multiple projects.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
