Introduction

Main Purpose of Job

This position assists with the confidential intake of complaints of discrimination by thoroughly interviewing complainants to assist with preparing relevant documentation for preliminary investigation. This involves reviewing and evaluating the facts of the complaint and explaining applicable laws and regulations to advise complainants and respondents of their rights.

POSITION DUTIES

Duties for this position include but are not limited to:

- Provides administrative support such as greeting employees, answering telephones, checking mail, filing, scanning, special projects, and other duties as assigned.

- Coordinates training for the Office of Fair Practices/EEO and assists the Fair Practices/EEO Officer as needed.

- Designs, develops, and manages databases to track mandatory training requirements and other unit-specific data to support Office of Fair Practices/EEO, as required.

- Assists with preparing the DGS EEO Report, and assists with coordinating, preparing, and updating unit policy statements and standard operation procedures.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications. 

1. Proven knowledge of Federal and State of Maryland Civil Rights laws.

2. One to two years of experience working with Microsoft Excel or similar programs, designing, developing, and managing multiple databases.

3. One to two years of experience working independently on projects.

LIMITATIONS ON SELECTION

This recruitment is limited to candidates willing to accept contractual employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification. 

 

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired. 

 

You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
