Introduction

A vital part of Maryland’s No Wrong Door network, the
Maryland Department of Aging collaborates with other State departments,
community organizations, and key stakeholders to provide person-centered
services to meet the needs of some of Maryland’s most vulnerable populations.

POSITION DUTIES
Support State Health Insurance Assistance Program (SHIP)
● Obtain and maintain certification as a SHIP counselor and assist constituents who are seeking support with Medicare.
● Design and develop onboarding and training materials to equip SHIP counselors throughout the State with the tools and information they need to deliver exceptional service.
● Create and distribute an engaging newsletter to support SHIP counselors in staying up to date on Medicare-related policies, procedures, and valuable resources.
● Manage and maintain databases to ensure the integrity of data collection related to SHIP team members, counseling sessions, and outreach activities.
● Assist with fiscal management by reviewing and approving financial reports and requests for funds from subgrantees.
● Provide technical assistance to counselors related to data collection and accessing resources.
Pre-Medicaid Program and No Wrong Door System Revision
● Assist with the redesign of the current pre-Medicaid program and the No Wrong Door system in Maryland to increase capacity, streamline access to services and supports, and ensure these long-term services and support effectively meet the needs of Maryland’s older adult populations.
● Gather and disseminate data.
● Facilitate meetings and workgroups with internal staff and external stakeholders to identify gaps and opportunities for improvement in current systems and solicit recommendations for change.
● Draft system design and policy updates to aid in the implementation of recommendations.
Long-Term Service Access Navigation
● Assist state and local Program Managers to identify participants in state-funded programs that can be prioritized into Medicaid home and community-based services.
● Assist in the process of transitioning participants, in partnership with the Maryland Department of Health to Home and Community Based Medicaid services and support.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s).
Experience working for a non-profit or government organization
providing aging services.
Experience in project management and the ability to manage multiple
projects at a time.
Experience assisting with Medicare and/or Medicaid Waiver programs
and services.
