Introduction

Maryland State Retirement Agency (“Agency”) is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit pension plan covering governmental employees within the State of Maryland. The System has over 400,000 participants (customers),including 192,000 members who are actively employed and enrolled, 170,000 payees who receive a monthly retirement benefit payment, and 40,000 vested members who are no longer actively employed but who have earned a benefit that will become payable at a future date. The agency is seeking to fill an Administrative Officer II position within its Administration Division Benefits Processing - Unit.

Main Purpose of Job

This position serves as an administrative officer in the operations of the Retirement Processing Unit. The incumbent reports to the Retirement Processing Unit Supervisor. Primary responsibilities include resolving differences listed on the 900 Difference Listing Report, reviewing retirement revision transactions, reviewing manual benefit calculation worksheets, and preparing and/or reviewing retirement application and retirement estimate worksheets prepared by other staff. Timely and accurate processing of transactions related to these processes are essential elements in aiding the Agency in meeting our Mission which is to administer the survivor, disability, and retirement benefits of the system’s participants, and to ensure that sufficient assets are available to fund the benefits when due.

POSITION DUTIES

Resolve differences listed on the 900 Difference Listing Report. Prepare and/or review transactions necessary to correct differences between balances of contributions and interest on the Active Master File (PRIB) before retirement and on the Retirement Master File (PRNA) after retirement. These differences are identified by the automated system and reported on the 900 Difference Listing Report. Identified accounts are researched to determine the appropriate action, which includes, but is not limited to revising the PRNA and/or the PRIB, and issuing a miscellaneous refund to the retiree. The decision on how to resolve the account is supported by the appropriate calculations, worksheets, transactions and other backup. Review retirement transactions to revise retiree accounts. Review retirement transactions to revise retiree account per established procedures. Review staff prepared estimates and retirement application worksheets. Review estimate and retirement application worksheets as detailed in established procedures. Review manual retirement benefit payments. Review manual retirement benefit payments to ensure the accuracy of the payment per established procedures. Review projects and other duties as assigned. Special projects as assigned by the supervisor of the Retirement Processing Unit, Deputy Director or Director.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

An Associate’s or Bachelor’s degree from an accredited college or university
At least two years of experience in using Microsoft Office suite of products (Word, Excel, Outlook)
At least two years of experience working and/or reviewing member requests for estimates and/or final retirements

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
