POSITION DUTIES

The position is responsible for ensuring that the Commission complies with its statutory obligation to notify victims of crimes and interested parties of the parole status of an offender and ensuring that they are fully apprised of their legal rights in the parole process.  The incumbent must be able to represent the agency at various victim related functions and/or meetings throughout the State of Maryland.

Administrative Duties
Formulates and establishes policies and procedures to enable unit to achieve statutory requirements
Confers with Chairperson, Administrators, and Administrative Officers to exchange information and to develop new unit strategies

Victim Confirmation
Requests and reviews state versions, pre-sentence investigations, and/or any other court related documentation to ensure proper identification of victims and/or interested parties
Contacts victim witness coordinators, state attorney staff, and social service agencies to determine victim identity, the designated family representative, or the mailing address of the victim or designated family representative

Victim Notification
Responds to all inquiries from victims and interested parties regarding an offender’s status and eligibility for parole
Advises crime victims, their designees, attorneys, judges, legislators, victim rights groups, and the general public of the parole eligibility and status of specific offenders as well as general information on victims’ rights

Interagency Coordination
Notifies incarcerated individuals and institutional staff when an open parole hearing is scheduled
Coordinates with the DPSCS Corrections, Community Supervision (CS), and the Criminal Injuries Compensation Board in all matters relative to providing services to victims of crime
Serves as the agency liaison with Victim/Witness Programs throughout the state
Confers with program administrators, various committees and boards with respect to victim rights

Scheduling of Hearings
Ensures that all cases involving victim notification have been properly scheduled
Utilizes the Criminal Justice, Judicial, Victim, and Parole Commission Information System to verify an offender’s parole eligibility
Coordinates open parole hearings with Institutional Parole Associates (IPA’s) to ensure offender has been notified
Provides the Maryland Register with the established dates for the open parole hearings
Provides schedule list for entry on the Parole Commission web site by the DPSCS Webmaster

Pre-hearing preparation
Reviews case file to ensure all letters, victim impact statements, applications and authorization letters are in the file
Prepares attendee rosters by identifying all approved for admission to an open parole hearing and provides information to institutional personnel to ensure offender accessibility

Other Duties
Assists with developing new programs to facilitate victim notification
Coordinates unit activities with other governmental agencies and independent victims’ rights groups
Trains new staff when necessary
Maintains monthly, quarterly, and annual workload data on victim cases
Provides assistance with Victim Rights Week activities in conjunction with the Office of the Secretary

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. 

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

1. Experience with Offenders Case Management System (OCMS)
2. Two years' experience supervising employees and approving time in Workday
3. Experience with customer service

LIMITATIONS ON SELECTION

Must be a current employee of Department of Public Safety and Correctional Services (DPSCS)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
