As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

This professional level administrative position with the Division of Rehabilitation Services (DORS) is responsible for the coordination of the business operations within the Workforce Services (WFS) Department at the Workforce & Technology Center (WTC). This position works independently and assists with the supervision of the Behavioral Health Services Unit and the unit’s overall operations.

Position Duties Include:  
  • Budgetary responsibilities, including the development of budgets, monitoring of expenditures and realignment of monies to ensure a balanced budget for WFS, and program analysis for growth 
  • WFS marketing initiative and plan 
  • Interacts and assists people with disabilities and their families and advocates 
  • Coordinating inter-agency transactions and liaisons with other state entities, private industry, local governments, WTC, DORS and MSDE departments, community partners and consumers
  • Conferring with the WFS Administrative Team regarding business practices, program operations, program policy and procedures  
  • Providing supervision to staff performing all administrative and clerical services to the WFS department to support service provision to consumers served at WTC and throughout the state
  • Interprets, explains, and ensures adherence to federal and state laws and regulations, certification standards, and Division, Center, and departmental policies and procedures 
  • Maintains expert and current knowledge of business operations, and techniques of administrative analysis

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

The required experience must have been in purchasing, tracking expenditures, invoicing, billing, acquiring bids/quotes, and related work for a Maryland State agency. OR Possession of a bachelor's degree in business, accounting, finance, or a human services-related discipline.

DESIRED OR PREFERRED QUALIFICATIONS

  • Work experience with direct contact with people with disabilities.
  • Experience in purchasing, tracking expenditures, invoicing, billing, acquiring bids/quotes, and related work for a Maryland State agency.
  • Work experience using a case management system or database application.
  • Experience supervising or leading other employees.
