Main Purpose of Job
The role of the CPRS Training Program Manager is to provide programmatic oversight to
the Certified Peer Recovery Specialist Training Program for Incarcerated Individuals at
participating state-run correctional facilities. The CPRS Training Program Manager is
responsible for the management, execution, control, and completion of approved grant
activities. The CPRS Training Program Manager will review reports and other materials
submitted by the training vendor and participating institutions. The CPRS Training
Program Manager will be responsible for monitoring grant deliverables, contributing to
quarterly reporting, and coordinating closely with the Department of Public Safety and
Correctional Education Services. This position requires on-site visits to Maryland State
Correctional Facilities.
POSITION DUTIES
Management and Administration:
- Develop, administer, and manage relationships with participating institutions
- Provide on-site technical assistance to students at participating institutions to ensure program success
- Provide on-site and virtual technical assistance to staff at participating institutions including, but not limited to; one-on-one support for Registered Peer Supervisors, attendance at group supervision sessions, etc.
Program Management and Planning
- Plan, execute, and monitor grant program
- Provide input during creation and preparation for funding opportunities
- Assist with ordering program supplies, as needed
Program Oversight and Compliance
- Develop reporting schemas and guidance to assure compliance with approved grant activities and target outcomes
- Prepare quarterly or monthly progress reports for Correctional Education leadership to assess program progress
- Prepare quarterly program reports as required for funder
- Review and assess progress on grant activities and expenditures to ensure program is on track to meet deliverables

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference may be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
1. One year of grants management and monitoring experience.
2. One year of experience providing om-site and virtual technical assistance.
3. One year of experience using Google Suites and Microsoft Suites.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

EXAMINATION PROCESS

Successful candidates will be placed on the certified list categorized in random order. The certified list can be used by LABOR for a period of one year.
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
