This is a Special Appointment position. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

Manages, directs, supervises, leads and guides activities in Maryland parole and probation field operations, providing oversight and advice to managerial staff that are responsible for general and intensive supervision of offenders paroled from Maryland facilities or given court-ordered supervision sanctions from the Maryland Judiciary; reviewing and making recommendations regarding Offender Programs and Services, Pretrial Release, Home Detention, Transitional Services, and other services that support the Division of Parole and Probation (OPP) mission of ensuring the safety of its employees; enhancing public safety; providing comprehensive and timely pretrial release services for individuals arrested in Baltimore City; holding individuals under supervision accountable to victims and the community; and supporting supervisees through the process of becoming law abiding and productive members of the community.

Manages, directs, supervises, and evaluates subordinate staff (4 Regional Administrators, Field Operations Administrator, and Assistant Director of Home Detention). 
Reviews work delegated to subordinate managers and staff regarding operational, personnel, organizational, and performance requirements. 
Plans, assigns tasks and priorities. 
Directs, evaluates and establishes guidelines and performance expectations for managers and staff; conducts performance evaluations and recommends improvements in performance and/or specialized training. 
Guides staff in developing strategies for meeting the goals and objectives of their respective units. 
Recommends and participates in developing strategies for implementing planning efforts; establishes short and long-range goals and oversees the implementation of those goals. 
Assists staff in developing leadership among their own staff. 
Reviews and approves time sheets and leave requests. 
Makes hiring and termination recommendations to the Director.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Bachelor's degree from an accredited four-year college or university, in social science, behavioral science, business or public administration, or other related field.
Experience: Six (6) years of experience in a supervisory or management position in a parole,
probation, community corrections or other correctional setting Two yrs. of this experience must be
directly managing Parole and Probation or Correctional Administration Programs and Services to include: Policy and Program Compliance, Field Support Services, Management Information Services and Financial Budget Analysis.

Note: A Master’s Degree from and accredited college or university may be substituted for up to two (2) years of the required experience.

4. Experience working in a collective bargaining environment.
