Main Purpose of Job

This is the supervisory level of technical radio, vehicle support systems, and audio backhaul transport work involving the installation, repair and maintenance of transmitters, receivers and related radio equipment in accordance with the Federal Communication Commission (FCC) regulations and manufacture specifications. Workers at this level are regional supervisors overseeing the work with Radio, Speed Control Equipment and In-Car & Body Camera Technicians and assigned temporary technicians.

 

The employee should have knowledge of the principles of supervision for technical personnel; FCC rules and regulations; installation, testing and repair of radio equipment; rules and regulations for the Maryland State Police.

 

Employees receive general supervision from a higher level such as a Director or Deputy Director and are considered "working" supervisors performing technical services.

POSITION DUTIES

Responsible to supervise subordinates in performance of specialized technical radio repair, as well as routine maintenance to the statewide 700 MHz radio network, including base stations, mobile and portable radio units, radar/speed control equipment, microwave, fiber optics and other electronic equipment used by the agency, including radio antennas and associated tower site maintenance. 

 

Assists in the development of communication sub-systems and the supervision of their deployment and maintenance. 

 

Supervise and oversee workload schedules, recording and filing of all agency records such as capital equipment, maintenance records, requisitions, shop & tower site cleanliness and helpdesk tickets for each ESD shop within his/her area of responsibility. Communicate effectively with individuals listed under Part II, Section 3. 

 

Provides training and technical guidance to all technicians within his/her service region.

 

Install, maintain and repair mobile radios, portables, base stations, communication consoles, speed control equipment, mobile computer systems, in-car camera systems and interoperability communication systems. Installation/removal of equipment from vehicles and remote transmitter sites. 

 

Drafts reports, details and prepares diagrams/schematics of new technical improvements and additions such as 7/800 MHz patches and crosslinks, computerized console systems, equipment lightning protection systems. Additionally, provides regular status updates and associated reports on regular assignments and special projects with his/her service region. 

 

Represents the Department (at the direction of the Director or Deputy Director) at meetings and conferences with other agencies or private sector on matters dealing with communications.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

 

Experience: Eight years of experience in the repair of electronic communications equipment, seven years must have included the repair of two-way FM radios.

 

Notes: 

1. Candidates may substitute the successful completion of a one-year program of study in radio electronics at a recognized training school, trade school, or college for up to one year of the required general experience.

 

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Electronics Technician (Communications) classifications or Signal Corps, Aerospace Maintenance, or Data/Communications Maintenance specialty codes in the aviation communications field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications.

 

Preferred Qualifications:

 

1. Three years of experience (maintenance and installation) with voice audio transport circuits (DSO) dealing with microwave, fiber optics and T1 backhaul

 2. Five years of experience with P25 Phase 2 (TDMA) radio maintenance such as Service Monitor analysis programming of radios and antenna sweeping

3. Three years of experience with communication console systems and their associated components such as CGW's (Conventional Channel gateways) and Voice Audio Logging Recorders

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants for this classification must possess either a Federal Communications Commission General Radiotelephone Operator license, a FCC Ship Radar Endorsement, a National Association of Business and Educational Radio certificate or an Associated Public Safety Communications Officers Incorporated certificate. All applicants must list their license or certificate number and expiration date on the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates for this classification may be given a medical examination to determine their ability to perform the duties of the job classification.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the employment Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED and QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
