The Maryland Military Department is looking for a candidate to fill the Environmental Specialist III position. This position will serve as the Architectural Historian. Main Purpose of Job

The incumbent will function as the lead Architectural Historian for the Maryland Military Department and will be responsible for ensuring compliance with Sections 106 and 110 of the National Historic Preservation Act and with the Maryland Historical Trust Act of 1985. 

POSITION DUTIES

The incumbent will evaluate MMD/MDARNG properties against National Register of Historic Places criteria, make eligibility recommendations, prepare architectural history reports, and complete HABS/HAER/HALS as necessary.  The incumbent will navigate mundane to complex cultural resource issues and ensure successful outcomes by creating resource management strategies and by working with the Deputy EPM, National Guard Bureau subject matter experts, as well as other state and federal partners.   The incumbent may be required to assist the Deputy EPM with the National Environmental Policy Act (NEPA) documentation on an as-needed basis.

Position duties include but are not limited to:
       
* Develop and implement strategies for documenting all agency resources under an Architectural Historians purview.          
* Maintain architectural history documentation and archive.            
* Ensure compliance with Section 106 of the National Historic Preservation Act and the Maryland Historical Trust Act.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Four years of professional experience in research, analysis and evaluation of natural and human ecological or environmental resources. 

Notes: 
1. Candidates may substitute possession of a Master’s degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for one year of the required experience. 

2. Candidates may substitute possession of a Doctorate degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for three years of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

* Experience preparing architectural history reports.
* Knowledge of the Maryland Historical Trust and the National Historic Preservation Act.
* Experience in ensuring agency compliance with Section 106 of the National Historic Preservation Act.
* Experience in ensuring agency compliance with the Maryland Historical Trust Act
* Experience with all aspects of standard field recordation techniques.
* Experience evaluating properties against National Register of Historic Places criteria.
* Experience completing HABS/HAER/HALS.
* Experience in creating and implementing historic resource management plans.
* Experience conducting fieldwork surveys.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points.

SPECIAL REQUIREMENTS

Common Access Card (CAC) required.
This position will require the ability to pass a US Federal background check in addition to a Maryland State background to access the US Federal Facilities and computer systems by being issued a CAC card.  The ability to obtain and maintain access to the facility and CAC is a condition of employment for this position.
