Main Purpose of Job

The Maryland Public Service Commission is seeking one full-time Agency Buyer IV to provide support in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods.

POSITION DUTIES

Support the procurement and purchasing officer with all functions relating to buying or leasing of supplies /equipment and major services; tracking, verification and approval of invoices;
Serve as the property officer with developing, managing, and maintaining the agency's inventory control system for supplies and equipment consistent with State and Federal laws, regulations, and guidelines;
Implementing, managing and maintaining new processes for excess property disposal mandated by Department of General Services (DGS);
Support the record officer with the agency’s forms management;
Support the procurement officer with Minority Business Enterprise, Small Business Reserve, and Veteran Small Business Enterprise programs; and
Support the Fiscal Division and Fleet/Telecommunications/Building Program Manager as needed.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in receiving, storing, issuing, purchasing and requisitioning supplies, materials, and equipment.

Notes: Candidates may substitute 30 credit hours of education at an accredited college or university for each year up to four years of the required experience.

 

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and a practical understanding of electricity, gas, or telecommunications industries.
IT literacy, and proficiency in Microsoft Excel, e.g. creating formulas and conditional formatting.
