Main Purpose of Job
An Assessments Office Manager Assistant is the supervisory level of work assisting in the oversight of the administrative and clerical operation for all phases of the assessments records process in a local office of the Department of Assessments and Taxation. Employees in this classification supervise clerical staff.
POSITION DUTIES
Responsible for assisting the Assessments Office Manager in all clerical operations within the County Assessment Office which includes the following:
Interacts with the public, both in person and by phone to respond to technical issues related to the assessment process, property values and/or general office procedures.
Delegate duties to subordinate employees and monitors workflow to insure the timely and accurate completion of office assignments.
Trains and instructs subordinate staff on the job duties and office procedures to follow, to ensure compliance with departmental procedures and state regulations.
Evaluates subordinate employees to assess work quality by regularly monitoring work performance.
Assists the Supervisor of Assessments in the development and implementation of clerical office policy and procedures to improve clerical office operations.
Trains and instructs subordinate staff on the job duties and office procedures to follow, to ensure compliance with departmental procedures and state regulations. Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of clerical or technical experience in processing property assessment records and forms.
Notes:
1. Candidates may substitute additional experience performing general clerical duties on a year-for-year basis for up to two years of the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial administration and program classification or financial administration and program specialty codes in the accounting and budget field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications:
Knowledge of policies and practice used in Maryland State Department of Assessments & Taxation.
Two years of supervisory experience in management which includes hiring, discipline, performance evaluations, etc.
Three years of clerical and technical experience processing assessments records and forms using QuickBooks, Excel, Google Office Suite teleworking and virtual office technologies (internet-based remote call handling, Training, video meetings, instant messaging, and virtual communication tools.)
LIMITATIONS ON SELECTION
Must be willing to work at the Baltimore City Assessments Office.
