Main Purpose of Job

This position is responsible for inspecting the work of all Aviation Technician Inspector Supervisors/Production Control Supervisors, MSP Avionic Technicians, Aviation Maintenance Technician Helicopter Lead and Aviation Maintenance Technician Helicopter employees. Ensures all aviation maintenance work conforms and is inspected to Federal Aviation Administration (FAA), Maryland State Police (MSP) and aircraft manufacturers’ specifications. Serves as an aircraft technical inspector under the Department of State Police Aviation Command Repair Station Certificate issued by the FAA. Ensures all aircraft are maintained and serviced in accordance within timelines and conditions established by manufacturer specifications and regulations of the FAA. Ensures technicians use of the latest revision of the applicable airframe, engines and accessories maintenance data. Performs other duties as required by the Chief Inspector or Aviation Commander.

POSITION DUTIES

Performs aircraft inspector duties under the FAA Repair Station License to ensure all maintenance personnel's work is compliant with FAA and manufacturer standards.

Ensures technician’s tools are not missing or broken and that signatures to document these issues are in compliance with current regulations.  

Makes and completes all log book entries and other required documentation of inspections performed prior to the ground run and validation flights. 

After work or modification has been performed on an aircraft, they will brief the maintenance pilot on the required checks and expected results before a maintenance validation flight is performed.  .

Inspects the aircraft/engines for absence of leaks and aircraft condition post maintenance validation flight, open and close discrepancies dependent upon results. 

Ensures all test results are satisfactorily checked and within aircraft/engine system limits prior to authorization of return to service. Authorizes the release of aircraft for return to service after inspections and by signing the FAA’s “Approval for Return to Service”.  

Ensures all aircraft records are up to date, signed and kept per the regulations of the FAA, MSPAC and manufacturer maintenance programs and requirements.  

Ensures complete aircraft records correctness and assure remaining components and inspection times for removal are correct. 

Performs on-site emergency field repairs and coordinates emergency field repairs as necessary.  Makes himself available for emergency call outs.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Ten years of aircraft maintenance experience.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Aviation Machinist Mate classifications or Aviation, Maintenance Management, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Working in an FAA Part 135 or FAA Part 91 or similar military operation.
2.  Working at an FAA Part 145 Repair Station.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess a valid and current FAA Airframe and Powerplant Mechanic Certificate.

2. Employees in this classification must possess a current FAA Inspection Authorization.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore, will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants for positions with the Department of Maryland State Police will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the applicant.

2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.

3. Employees in this classification are subject to call-in on a 24 hour basis, and therefore, will be required to provide the employer with a phone number where they can be reached. Working weekends and holidays is required.  Employee also subject to emergency call out. This is an Emergency Essential Employee.

4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

Applicants who meet the minimum qualifications will be included for further evaluation. The evaluation will include rating your application based on education, training and experience as they relate to the requirements of the position. 

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
