Main Purpose of Job

The main purpose of this position is to coordinate all maintenance functions associated with the entire maintenance program through the supervision of inmates.

POSITION DUTIES

The duties of the Correctional Maintenance Services Officer is to organize and carry out a maintenance program with a full range of maintenance services.
  •  Train and supervise inmate workers in the performance of maintenance or repair tasks in trades such as electrical work, plumbing, carpentry, metal work, plastering, painting, masonry, locksmithing, motor vehicle mechanics, stationary engineering and groundskeeping.
  • Maintain control and discipline among inmate workers by enforcing safety, sanitary, custody and security regulations.
  • Develop and implements a preventive maintenance plan.
  • Assist in the preparation and administration of the institution’s maintenance budget;
  • Assist in the preparation of contractual specifications for construction or overhaul work to be performed by  outside contractors.
  •  Inspect work performed by outside contractors and prepares reports on findings. 
  • Make regular inspections of shop and work areas to ensure that all safety, sanitary and security regulations and trade standards are enforced.
  • Prepare specifications for the requisition of equipment, tools, parts and supplies; Maintain control and inventory of equipment, tools, parts and supplies
  • May adjust, maintain and make minor repairs to refrigeration and cooling equipment, and to other modern electronically operated control devises
  • May operate and maintain coal, gas or oil-fueled boilers.
  • May maintain fuel consumption records and prepare operating efficiency reports.  
  • May operate and maintain central air conditioning plants and related auxiliaries.  
Performs other related duties.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Correctional Training Commission regulation.

Experience: Three years of experience in stationary engineering maintenance or construction trades.

Notes:

1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209, Annotated Code of Maryland.

2. Candidates may substitute U.S. Armed Forces military service experience in correctional institutional specialty codes in the criminal justice field of work at a rate of two years of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in training and supervising workers in the performance of maintenance or repair tasks in trades such as electrical work, plumbing, carpentry, metal work, plastering, painting, masonry, locksmithing, motor vehicle mechanics, stationary engineering and groundskeeping.

LIMITATIONS ON SELECTION

THIS POSITION IS FOR CURRENT DPSCS EMPLOYEES ONLY

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Some positions in this classification may require employees to acquire the appropriate Maryland driver’s license to operate motor vehicles for the transportation of inmates or supplies.   

3. Some positions in this classification may require employees to possess a valid Maryland 1st Grade Stationary Engineer license to operate, maintain and clean high-pressure boilers and equipment.

4. Employees who have not already done so must complete and successfully pass the Entrance Level Correctional Training Course required for the Maryland Correctional Training Commission certificate during the probationary period.

SPECIAL REQUIREMENTS

1. Selection standards for Correctional Officer certification are established by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship
Must be at least 21 years of age
A completed background investigation
Oral interview
Physical examination.

2. Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)

· Annual Leave - ten (10) days of accumulated annual leave per year
· Sick Leave - fifteen (15) days of accumulated sick leave per year 
· Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child 
· Holidays - State employees also celebrate at least twelve (12) holidays per year
· Pension - State employees earn credit towards a retirement pension
